Description

The Bureau of Land Management New Mexico State Office intends to negotiate a sole-source award with Oil-Law Records Corporation, an SBA-certified small business in Oklahoma City, Oklahoma for annual access to historical and current New Mexico and Oklahoma oil well data. The subscription enables document search by location including filings in the Oklahoma Corporation Commission's oil and gas dockets; allows highly-accurate geological trend tracking of developing and historically productive oil and gas zones; and allows direct access to New Mexico Oil and Gas Commission's pooling and unitizations and well records. By the guidelines prescribed under FAR Part 6.302-1, this contracting office believes that Oil-Law Records Corporation is the only one responsible source and that no other supplies or services will satisfy agency requirement at this time. The firm's capability to provide the required New Mexico and Oklahoma well data through their online services is crucial in the furtherance of the BLM's mission. Any firm that believes they can satisfy the government requirement described herein must submit a written response containing at a minimum the firm's name, contact information, and strong supporting evidence thereof. Written response on company letterhead must be received in this office by electronic mail only within 5 days of this announcement's transmission date. The decision to compete the requirement or to continue with the sole-source award to Oil-Law Records Corporation rests ultimately to the servicing Contracting Office.
