Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for Driver rehabilitation for the disabled, within the Department of Veterans Affairs. The program is designed to provide professional evaluation and instruction for eligible veterans in the safe, competent utilization of special add on equipment, and mastery of specific skills and techniques to effectively drive a motor vehicle, independently, and in accordance with State Department of Motor Vehicle (DMV) regulations. The contract period is expected to be January 1, 2006 - December 31, 2006 with two (2) Option Year periods. This is an unrestricted procurement open to small and large businesses. The requirements and types of services involved are: Equipment Qualifications; Clinical Evaluation for Adaptive Equipment; Pre-driving Assessment and Evaluation; On road testing (at the VA?s Highland Drive facility); Scheduling & Documentation. Annual estimated workload is as follows: pre-driver evaluations ? 36; hour-long training sessions ? 220; on-road testing ? 46 hours. Training with a van is required; however, training with both a van and automobile is preferred. It is preferred that the designated driver rehabilitation specialist(s) be licensed, registered or certified by either the Association for Driver Rehabilitation Specialists or the American Driver and Traffic Education Association. The specialist must have a minimum of a Baccalaureate Degree in adapted physical education, kinesiotherapy, physical therapy, occupational therapy or a specifically related rehabilitation therapy area. Completion of the National Driver Rehabilitation Specialist Examination is preferred. The offerors will provide Pre-Driver Evaluations rates on per evaluation basis and hourly rates for training. The solicitation issue date is est. December 13, 2005, and the date for receipt of proposals is December 27, 2005 (C.O.B.). Hard copy and electronic versions of the solicitation will be available on or about December 13, 2005.
