?.## Faith-based and Community-based Organizations Faith-Based and Community-Based organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible. "The solicitation will be available on or after December 12, 2005, and will be distributed solely through the General Service's Administration Federal Business Opportunities web site http://www.fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition." MEDICAL ASSISTANT 1. SUBJECT: Contractor shall provide services to be utilized in serving the medical needs of the inmate population at the Health Services Unit of the Federal Prison Camp, Maxwell Air Force Base, Montgomery, AL. 2. SCHEDULE: The work schedule will normally consist of thirty sessions per week, with the session length defined as 1 hour per session. The number of sessions shall not exceed 1440 per 12-month period, and the exact number of sessions required may vary, dependent upon funding restrictions. A typical schedule of days and hours is as listed below: Monday through Friday: 6:00 a.m. to 12:00 p.m. The above schedule may be subject to some variation as the needs of the institution may vary. A schedule that is mutually acceptable to the government and the contractor can be determined after award of the contract. The contractor shall not work more than thirty (30) hours per week. 3. SUPPLIES: The contractor shall be expected to provide the appropriate clinical uniform for performance of services under this contract. All supplies routinely needed for performance of services under this contract shall be provided by the Federal Prison Camp, Maxwell Air Force base, Montgomery, AL. Any records maintained by the contractor under this contract will remain the property of the government. 4. SCOPE OF SERVICES: Services to be provided under this contract shall be performed on-site at the Federal Prison Camp, Maxwell Air Force Base, Montgomery, AL, a minimum security level federal prison housing approximately 1000 male inmates. This contract will require frequent and unsupervised contract with inmates. Specific services to be performed include: medical intake screening of inmates received at this institution and medical clearance for inmates exiting the institution; receipt of requests from various employees and the ability to recognize any given medical terminology from any practitioner, regardless of sub-specialty or quality of vocal delivery (including heavily accented local dialects); ability to process accurate, error-free written correspondence at the request of various practitioners, using both typewriters and word-processing equipment; without supervision, the contractor shall obtain laboratory samples, do routine phlebotomy, perform other tests as required by the medical needs of the inmate, conduct audiometric and/or visual testing, perform EKG?s, obtain vital signs, and perform other functions of a clinical nature to ensure that the medical needs of the inmates are being met. Contractor will obtain medical histories and assist in emergency medical treatment of inmate patients. The contractor will file medical records and obtain records for the physician assistants, physician, and Health Services Administrator. Other duties will include assisting various employees with sick call; accurately recording preliminary complaints; recording symptoms and vital signs; removal of casts; dressing changes; maintaining records and logs; patient education and filing of paperwork into medical records; ensuring the accuracy and completeness of all log and record entries, using hand and automated systems. The contractor shall respond to specific requests for various procedures deemed necessary by employees to ensure the efficient clinical operation of the Health Services Unit. At the determination of the Health Services Administrator, the contractor may be rotated among various posts within the Health Services unit or assigned to a specific function, based on the needs of the institution, and the contractor shall be expected to perform any duties that fall within an assigned rotation without supervision. 5. SPECIAL QUALIFICATIONS REQUIRED: Certification as a medical assistant is preferred; documentation of completion of a Medical Assistant course of study. Experience in the field of medicine dealing with ill patients, either in a hospital of clinic setting, is preferred. CPR certification. 6. INMATE MANAGEMENT: Provisions under this contract will require unsupervised contact with inmates. The contractor will not be responsible for the supervision of inmates. 7. RESTRICTIONS ON CONTRACT WORKERS: The contractor under this non-personal service contract will not be allowed to perform the following duties: a. Draw keys for areas other than primary work area. b. Supervise Inmates c. Supervise BOP Staff d. Requisition, sign for or pick up supplies e. Formulating policy or procedures f. Attend recalls or staff functions except as required by Section 4. 8. INSTITUTION SECURITY: The offeror or shall attend an orientation program prior to assuming institution involvement. Reimbursement to the contractor for all time spent in institution orientation or other specific security related training will be at the contract rate prorated hourly. The contractor agrees to adhere to all regulations prescribed by the Institution and the Federal Bureau of Prisons, and regulations governing the personal conduct of individuals entering the premises of the Federal Prison Camp Maxwell. The offeror or must pass a background investigation prior to assuming institution involvement. 9. OTHER MISCELLANEOUS INFORMATION: This is a contractual agreement and is not an appointment to an O.M. position. Payment shall be based on the accomplishment of specific results, and the results to be obtained shall be entirely within the contractor's own unsupervised determination. Accomplishment of results will be monitored by the contract monitor.
