Description
The US Army proposes to acquire, on an other than full and open competitive basis, MFD units to support the effort for engineering support of a Brown-out capability to qualify, in the conduct and documentation of software testing, hardware environmen tal testing, and Electromagnetic Environmental Effects (EEE) testing, for line replaceable units (LRUs) to ensure they meet survivability requirements as defined by MIL-STD-461E and MIL STD 810F. Rockwell Collins is the original and sole designer and deve loper of the Multi function display, as well as the applicable platform interface and application software for the platforms cited. The brown out capability being developed and tested must be capable of integration within the CH-47F avionics suite which is being developed by Rockwell Collins under an existing contractual effort which expires in 2010. This suite uses the same multi function display as is going to be procured under this purchase thus ensuring seamless integration and maintenance. All hardwar e development rights are proprietary since the MFD is used on a multitude of government and civil platforms. To purchase the rights and qualify another vendor would cause an unacceptable slip in schedule and significant duplication of cost, neither of whic h is prudent with the introduction of the Common Aviation Architecture System (CAAS) into the CH-47F platform which utilizes the MFD to be procured under this action.
