- Description
- The United States Special Operations Command has a requirement for a multi-year sustainment contract to procure replenishment items for the existing Special Operations Forces Personal Equipment Advanced Requirements (SPEAR) Soft Armor ballistic components. The armor system is designed to protect against fragmenting munitions, handgun and rifle threats. The Government intends to award a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract issuing firm fixed price (FFP) delivery orders. The minimum quantities will be 1,000 individual items (500 sets when the items are sold as sets) and the maximum quantities will be up to 140,000 individual items (70,000 sets when sold as sets). This is not an R&D contract; offerors must have an existing verifiable production line for any product proposed under this solicitation. The solicitation will require pricing for SPEAR Ballistic Fillers, SPEAR Modular Body Armor Vest (MBAV) Ballistic Inserts, SPEAR Yoke Collar Soft Insert Assemblies, SPEAR Groin Protection Inserts, Modular Supplemental Armor Protection (MSAP) inserts and SPEAR Simulant/Surrogate Shoot-Packs. In addition, a Subcontracting Plan will be required of large businesses. The Government reserves the right to award multiple contracts for the soft armor insert components. The contractor shall provide 15 components (one of each size) for size and dimension verification. All components are spelled out in the OZALID patterns. A Notice of Intent to submit a proposal will be required by all participating offerors no later than 4:00pm eastern standard time (EST) zone on 18 February 2005. Only those offerors who submit a Notice of Intent will receive the OZALID patterns and may submit a proposal which shall be considered by the agency. Preliminary Go/No Go testing will be performed to verify the following requirements; (1) Weight shall not exceed an Areal density of 1.1 lb/ft 2, (2) Thickness shall not exceed .350 inches and (3) Sized components conform to all measurements, tolerances and radius indicated in the OZALID patterns. Any proposals not meeting the Go/No Go criteria will be immediately disqualified. Components passing these Go/No Go criteria shall proceed to a full technical proposal, which will include review, at minimum of; (1) Textile and Physical properties of the materials shown in the supplier submitted configuration management baseline, (2) Heat sealed cover will be visually inspected, (3) Fabrics used for cloth covered components, (4) Labels/Markings instruction have been properly addressed , (5) Manufacturing, Production and quality assurance plan, to include in-process and end item inspection procedures, production lot testing procedures as well as Supply Chain practices and procedures. In addition offerors shall provide and the Government will review ballistic test data from independent laboratory or data generated under another government contract demonstrating compliance to the ballistic testing shown below. Ballistic test data shall include data following environmental conditions; High and Low Temperatures, After Petroleum Oil and Lubricant (POL) and Sea Water Immersion and Weatherometer Resistance. Offerors shall provide 30 shoot packs for ballistic testing. Ballistic testing of shoot packs will be conducted using the existing SPEAR Ballistic plate. Testing will be in accordance with specified methodology against 2-, 4-, 16- and 64- grain right circular cylinders (RCC) with a L/D=1 at 0 degrees obliquity. V50 ballistic protection limits (no clay) shall be not less than 2- grain 2530 ft/sec; 4- grain - 2240 ft/sec; 16- grain - 1900 ft/sec and 64- grain - 1575 ft/sec. The test panel shall be tested against the 9 mm x 19 mm 124 Grain Full Metal Case (FMC) bullet. The test panel shall have no complete penetrations when tested in accordance with the NIJ 0101.04 methodology for the specific projectile with the exception that the velocity will be 1500 ft/sec. A V50 ballistic protection limit shall be established based on first article for future quality assurance testing of future lots for fragmentation protection performance (no clay) and for the 9 mm. Using the current SPEAR ballistic plate, the test panel shall be tested as a system in accordance with NIJ 0101.03 test protocol for Level IV with the exception that a minimum of two hits at 4" apart shall be used for the evaluation. Backface deformation shall not exceed 1.73 inches (44 mm) against the 9mm projectile for the system.
