Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston (Code 70, Intelligence and Information Warfare Systems Engineering Department) is issuing this announcement for the purpose of identifying sources for non- developmental, commercial off-the- shelf, web based software/system for data mining and threat analysis of aviation and airport databases collected by the interested party. As part of this source sought request, responses must address the initial minimum capabilities listed below and any other enhanced capabilities that your company may be able to provide. (1) This system shall consist of software capable of on demand web access for data mining and analysis on databases of information on airports, carriers, and individual flights collected by the interested party for terrorist threat analysis. The interested party shall have the ability to independently collect information to populate their databases and have the ability to conduct direct data links with the world???s major airlines for the collection and distribution of data. Minimum data source should include: Detailed flight information on all flights entering the United States The departure airport for all flights entering the United States The arrival airport for all flights entering the United States The routes of all flights entering the United States The connections and layovers for all flights entering the united states The Code Share information on all flights entering the United States Detailed flight information on all flights leaving the United States The departure airport for all flights leaving the United States The arrival airport for all flights leaving the United States The routes of all flights leaving the United States The connections and layovers for all flights leaving the United States The Code Share information on all flights leaving the United States Detailed flight information on all flights traveling within the United States The departure airport for all flights traveling within the United States The arrival airport for all flights traveling within the United States The routes of all flights traveling within the United States The connections and layovers for all flights traveling within the United States The Code Share information on all flights traveling within the United States Detailed information on all airports servicing included flights The size of the airports The airlines fly in and out of the airports Future and projected flight and airport data Future and Projected flight data for at least 12 months ahead Future and Projected airport data for at least 12 months ahead Information on Charter Service flights Information on Cargo Service flights Information updated at least bi-weekly An online analysis tool to for analyzing all included data A user friendly and intuitive interface Perform simple and complex queries on the included data Search by departure city Search by arrival city Search by departure and arrival city pairs Search for all foreign ports with carriers flying into the United States List all of the airports List all of the flights List the number of people on each flight Search for all domestic ports with carriers flying out of the United States List all of the airports List all of the flights List the number of people on each flight Search for General Aviation (ex. FedEx, UPS) entering and exiting the United States List of all of the airports List of all of the flights List the number of people on each flight Search for all flights departing a specific country List of all of the airports List of all of the flights List the number of people on each flight Search for all flights arriving at a specific country List of all of the airports List of all of the flights List the number of people on each flight Search all foreign to foreign flights from US carriers List of all of the airports List of all of the flights List the number of people on each flight Ability to limit the result data/fields Provide Departure Time Provide Arrival Time Provide Flight Number Provide Departure City Provide Departure Airport Provide Arrival City Provide Arrival Airport Provide Type of Aircraft Provide days of the week the aircraft flies Limit the time period reported Provide the Layout of the aircraft Provide the flight plan map for flight Provide a flight plan map with multiple flights Ability to export/save reports Provide new routes coming up (2) User Licenses Provider shall provide 50 user licenses of online service for providing access to the information above. (3) Training ?? Provider shall provide a one (1) day training seminar for up to five (5) people. The location of this training will be agreed upon by TSA and provider. ?? Provider shall provide six (6) one (1) hour web or phone conferences for up to five (5) people per conference. The time of these conferences will be agreed upon by TSA and the provider. As part of the market research, interested parties are requested to provide the following information: (1) Name and address of firm, (2) Size of business including average annual revenue in the past 3 years, (3) Ownership: Large, small Disadvantaged, 8(a) and/or Women- Owned, (4) Number of years in business, (5) List of customers within the past 5 years which involved relevant work, including summary of worked performed, contract number, contract type, dollar value and customer point of contact/phone number for each reference. Responses to the above market research inquiry is limited to no more than 10 pages of data (total) and shall be forwarded in writing via e-mail no later than 07 Dec 2005 to SPAWARSYSCEN Charleston contract negotiator, Mr. Hanh Chau at hanh.h.chau@navy.mil . The proposed contract is a small business set-aside and will be a firm fixed price type contract with possibility of option years. The proposed North American Industry Classification Systems (NAICS) Code is 511140 with size standard of 500 employees.
