Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. There will be no hard copies distributed. The Operational Contracting Squadron, Base Acquisition Flight (88 CONS/PKBA) anticipates awarding a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered for inspection and cleaning services of the hoods, ducts, filters and exhaust fans from point of entry to the point of departure at the base restaurants, canteens and Medical Center located at Wright-Patterson Air Force Base, OH, in accordance with (IAW) the attached Performance Work Statement (PWS) (attachment 1) dated 3 November 2005. It is anticipated that the resultant award will have a nine (9) month base period (1 January 2006 ? 30 September 2006) and four (4) one-year options (1 October ? 30 September for four consecutive years). This solicitation document IAW the attachments, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-06 & Class Deviation 2005-o0001. This acquisition is Set Aside for HUBZone concerns. North American Industry Classification System (NAICS) code is 561790 and the size standard is $6,000,000.00. Item 1.1.4: Note: All facilities will be available from the access times stated above until 0500. Does this mean the service can be completed anytime between those hours? For example: A location closes at 1800 hrs. but the service is not scheduled to begin until 2200hrs. How will the gov't provide access to the building at that time? Government Response: The cleaning must be completed during the access times stated in the Performance Work Statement (PWS). In the example provided above, the vendor will have access to the facility from 2200 to 0500. The Government does not necessarily anticipate that it would take that entire time to complete the job, but all work must be completed during the hours of 2200 to 0500. As far as how access is provided, what normally happens is the Quality Control Personnel (QAP) and the Real Property Building Manager (RPBM) will coordinate and setup access to the building to be cleaned.
