Description
The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Centers (COAC) has a requirement for the National Human Genome Research Institute (NHGRI) of the National Institutes of Health (NIH) to negotiate on a non-competitive basis with Mrs. Linda Jacobson, 7812 Ivymount Terrace, Potomac, Maryland 20854, to continue to provide assistance in managing major ongoing projects and guidance for current and new administrative initiatives to the new Chief of the Administrative Services Branch (ASB) and to secure the resources and services of the Office of the Director (OD). During previous employment with the Federal Government, Ms. Jacobson as Chief of the ASB and principal Administrative Officer for the Division of Extramural Research (DER) and OD, has gained an in-depth knowledge of the NIH and federal regulations to manage the funds, personnel, property and space management for the operation of program plans. NHGRI is in the middle of the redesign and renovation project of the NHGRI Office of the Director, the demolition and rebuilding of offices on the B1 level of Building 31, the design of additional NHGRI space at 5635 Fishers Lane, Rockville, MD and the accommodation of staff for two new NHGRI projects. Ms. Jacobson will be able to work with staff and contractors to oversee these projects to their completion, she will assist in the development and writing of performance contracts for NHGRI supervisors and managers in the OD and DER, she will provide guidance and assistance as these responsibilities are transferred to the new Chief of ASB. Ms. Jacobson will be responsible to continue the performance of the following tasks: Task #1, Space Management, Ms. Jacobson will: 1) Write SJDs to acquire needed space; 2) Meet with ORF staff and architects to plan and develop workspace layout; 3) Meet with designers and furniture representatives to select furniture and develo layout; 4) Work with NIH Telecommunications staff to develop plans for telephone and LAN systems; 5) Coordinate relocation of NHGRI staff and Monitor construction projects to make certain they remain on schedule and adhere to approved plans. Task #2, Performance Contracts, Ms. Jacobson must: 1) be familiar with the ?ONE HHS? 20 Department Objectives for 2006; 2) understand the process for cascading these objectives in a performance contract; 3) Coordinates with appropriate NHGRI senior managers to write a Performance Contract for the Director, NHGRI, that cascades from the NIH Directors?s contract; 4) Assists NHGRI supervisors and managers in updating current performance contract; 5) Explains the process to new employees and helps them write their contracts; 6) Informs supervisors when mid-year reviews should be scheduled; 7) Informs supervisors when final reviews should be scheduled. Task #3, Acquisition and Contract Services, 1) Assists in developing the documentation for the new contract to replace the existing contract for scientific program analysts; 2) Helps prepare Statements of Work (SOW?s) for upcoming planning meetings, and provides guidance on optional procurement mechanisms for logistical support; 3) Provides guidance on the FedSource contract process; 4) Provides expert advice on appropriate procurement mechanisms for obtaining the goods and services required to advance the NHGRI mission. It is estimated that the contractor shall work approximately two (2) days per week, for a total of 400 hours. The period of performance is from January 3, 2005 through August 31, 2006. In order to maintain continuity of the work that has already been initiated, award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541611, and Size Standard is $6.0 Million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
