Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote DE-AC52-06NA26850." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. The North American Industry Classification System (NAICS) Code is 332311 with a corresponding qualifying size standard of 500 Employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). This is a 100% small business set-aside. The contractor is being tasked to provide the necessary professional and craft labor, materials, equipment, facilities, and management necessary to provide a one (1) year with two (2) 1-year options lease of a single level modular building, all associated site preparations, and installation/removal services. The contractor shall quote rates based on the following schedule: configuration and set up of the facility, the base lease period of 1 year, two-1 year option periods, and a month to month tenancy rate with no specified term for any subsequent period. In addition, the contractor shall furnish pricing for site preparation, facility set up, and removal of the facility at the end of the lease period. The required facility floor plan, GFI 4.1 page 1, represents the functional lay out of the facility and happens to be based on three 14 foot wide by 80 foot long platforms. These dimensions are one possible configuration. The facility totals 3,360 square feet, however, this figure does not include required entry terraces. Requirements are identified in the attached Statement of Work, Title: Modular Facility Configuration and Installation. Drawings and additional requirements are also attached. The technical proposal shall address and be evaluated on the following areas: 1. Period of Performance: Three months set-up and 12 to 36 months lease period with a possibility of a few additional months. 2. Contract Type: Firm Fixed Price 3. The National Nuclear Security Administration Service Center, Office of Secure Transportation intends to Lease One (1) new or refurbished modular building approximately 80'X42' for use as an Occupational Health Clinic in Albuquerque, NM (reference attached floor plan). Refurbished is defined as follows: Restored to its original intended use (cleaned, repaired, and recovered). Lease is for one (1) year with two (2) 1-year options. Trailer will be returned to contractor after lease expires. Proposal should include the following cost information identified as provided below: Site and Foundation Preparation $___________ Utility Installations (not including Tie In Points) $___________ Delivery of Modular Building $___________ Total Installation on Site of Modular w/ Utility Tie In at Modular $___________ Fabricated and Installed Access Structures $___________ Monthly rental rate for 1 year base term $___________ Monthly rental rate for 2nd year - 1 year option term $___________ Monthly rental rate for 3rd year - 1 year option term $___________ Monthly rate for month to month tenancy rate after 3 years $_______________ Removal of Modular Building $___________ Other cost not identified above $___________ Taxes (if applicable) $___________ Final proposal costs must include all costs such as taxes and any other costs or fees. No additional costs will be allowed. 4. The delivery schedule is stated in the Statement of Work. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only those Offerors who can furnish the items that meets all the requirements specified herein will be considered. Award will be made based on the lowest evaluated price that is technically acceptable and meets the proposed delivery schedule. ALL OFFERORS WILL NEED TO INCLUDE (with proposal) a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items, with the offer. Offeror should also be registered at the website http://orca .bpn.gov. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Under FAR 52.212-5 paragraph (b), the Contracting Officer has indicated that the following clauses are incorporated by reference: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.225-1, Buy American Act; 52.217-5 Evaluation of Options; and FAR 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following website location: http://www.arnet.gov/far/. The following local clause applies to this acquisition: LOBBYING RESTRICTION (ENERGY & WATER DEVELOPMENT APPROPRIATIONS ACT, 2004) The contractor agrees that none of the funds obligated on this award shall be expended, directly or indirectly, to influence congressional action on any legislation or appropriation matters pending before Congress, other than to communicate to Members of Congress as described in 18 U.S.C. 1913. This restriction is in addition to those prescribed elsewhere in statute and regulation.
