- Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Quote??? No. DE-RQ52-06NA26849." This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. This acquisition is a 100% small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, veteran owned small business, service disabled veteran owned small business, 8(a) business, or HUBZone. The North American Industry Classification System (NAICS) Code is 339999 with a corresponding qualifying size standard of 500 employees (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to purchase following Line Item: TACTICAL HELMET PAD & CHIN STRAP SYSTEM The Office of Secure Transportation (OST) is considering the acquisition and fielding of a new Tactical Helmet pad and chin strap system for use on the Pro Tech Tactical Helmet Delta LTTM , model number 875. We are soliciting manufacturers for interest (via SOURCES SOUGHT) in helping us to identify items currently in production that may meet our requirements. The following are requirements currently identified by OST: 1. The system must fit the Pro-Tech Tactical Helmet Delta LTTM ,model number 875 and be installed without any modifications. 2. The helmet padding must be comfortable, stable, pain free, waterproof, air permeable, and reduce sound reverberation. The helmet padding needs to be placed into the interior of the helmet and designed for comfort and stability where typical pressure or stress points are experienced. 3. The chin strap must be comfortable, stable, pain free, waterproof, air permeable, and reduce sound reverberation 4. The chinstrap must have a four-point harness for stability. 5. The system must enable the helmet to remain comfortable and stable when the user is in the prone shooting position or utilizing externally mounted equipment such as night vision goggles. 6. System must not invalidate protective features of the Pro-Tec Tactical Helmet. 7. Color: Black preferred The Government seeks information on equipment that could provide comfort and stability (via SOURCES SOUGHT) padding and chin strap system for the Pro-Tech Tactical Helmet. The helmet pad and chinstrap needs to work as an integrated system compatible with the Pro-Tech Tactical Helmet Delta LTTM, model number 875. This procurement will consist of two phases: 1) An initial RFQ will be posted to determine vendors interest based upon the requirements identified above. Upon receipt of a quotation, the Government will evaluate the quotations based on their technical merits. The Government may request up to 12 samples of those vendor???s products found to meet the technical requirements and run through a field-testing protocol. The sample sizes should fit the following helmet sizes: 4-small, 4-medium, and 4-large. Bidders are encouraged but not required to provide the samples at no cost. Upon conclusion of the field-testing, the Government will return the used samples upon written request by the vendor. The Government welcomes unsolicited samples from Vendors whose offer conforms to the solicitation requirements. 2) At the conclusion of field-testing, the vendor whose product most closely meet OST???s needs will be awarded a Base contract to supply OST with an initial quantity of approximately 450 Pro-Tech Tactical Helmet padding and chinstrap systems with an additional three 1-year options for a quantity replacement of approximately 40 units per year. Evaluation Criteria: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The other factors considered will be such things as warranty, delivery schedule, and past performance. DELIVERY SCHEDULE First delivery of 12 samples: 31 January 2006 Second delivery of 450 units: 30 April 2006 Three 1-year options for replacement quantities of approximately 40 units per year Earlier deliveries will be accepted and preferred to facilitate internal OST timelines. Delivery Location: U.S. Department of Energy/AL, Pennsylvania & H Avenue, Kirtland Air Force Base East; Albuquerque, NM 87116. Delivery Hours Are: 7:30am to 4:00pm, Monday through Friday, excluding holidays. The clause at FAR 52.204-7- Central Contractor Registration applies to this acquisition. The provision at FAR 52.212-1, Instructions to Offerors ??? Commercial Items, applies to this acquisition. Only those Offerors who can furnish the items that meet all the requirements specified herein will be considered. FAR 52.212-2 Evaluation ???Commercial items ??? The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The clause at 52.217-5, Evaluation of Options applies to this acquisition. This restriction is in addition to those prescribed elsewhere in statute and regulation.
