Description
This is a commercial combined synopsis/request for quote (RFQ) notice to negotiate a Firm Fixed Priced Delivery Order for hydrometeorological monitoring equipment with salient characteristics as shown in the attached list that is in accordance with FAR 52.211-6 ? Brand Name or Equal. The equipment is for the reconstruction and recovery efforts for the Caribbean Islands affected by 2004 Hurricanes. This RFQ is being issued in accordance with FAR Subpart 12.6 ? Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The Government?s intention is to award one contract for all items attached to this notice. However, and if necessary, the Government may issue a multiple award. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 541690. The period of performance for this requirement will be through June 30, 2006. The work of this project consists of providing equipment, labor for the installation of equipment in the countries of Grenada and Jamaica, and materials required for the additional countries as listed in the attached. The contractor will be responsible for the delivery of equipment to each specified location as referenced in the Listing. SOLICITATION NOTICE: This is best value procurement open to all responsible concerns. Selection for award will be based on a best value determination after considering a firm?s prior experience installing systems similar to the one specified, and past performance. In accordance with FAR Part 52.204-7 ? Central Contractor Registration (CCR) (Oct 2003), contractors are required to register in the CCR database at http://www.ccr.gov prior to award of any contract. The contractor is responsible for checking periodically the web site for any Amendments that may arise prior to the closing of the RFQ. The Government reserves the right to cancel this solicitation. Please see the attached listing for the EQUIPMENT DELIVERY LOCATIONS. All quotes submitted in response to RFQ No. IAHME0000001205 should remain valid for a period of 30 days to accommodate possible legal and technical reviews. Award will be made to the offeror determined to be the Best Value to the Government in accordance with FAR 52.212-2 ? Evaluation ? Commercial (factors listed in descending order of importance: (1) Equipment specifications (50%), (2) Installation experience (20%), (3) Past performance for similar work not to exceed three (3) years (30%) and (4) Price. The total technical evaluation will be weighted (100%) and price will be evaluated for realism, fairness, and reasonableness. Evaluation may be made with or without discussions with the offeror(s). The following provisions and clauses shall apply to this RFQ: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
