- THIS IS A 100% SMALL BUSINESS SET ASIDE. The Department of Homeland Security/ The U. S. Coast Guard has a requirement for Unlighted Foam-filled Steel River Buoys used in the coastal and inland navigable waters of the United States. These Aids-to Navigation (ATON) steel river buoys shall be fabricated in accordance with the following USCG specifications which will become part of the contract: CG Civil Engineering Drawing Numbers 121116C, 121117C, 121118D, 121119D, 121120D, and 121121D, and CG Ocean Engineering Specification Number 455D. The steel river buoys are characterized as follows: 1) Unlighted; 2) Radar reflective or Tall type; 3) 4th or 6th Class; 4) Nun or Can upper body shaped; 5) Red or Green in color; and 6) Polyurethane foam filled. These river buoys are made from welded sheet steel, and are filled with foam for extra buoyancy. They have specially-designed fins, counterweights, and mooring attachment points to permit their use in the fast river currents and pooled water in the areas where they are deployed. Final technical specification documents will be made available to prospective bidders as part of the solicitation. The USCG intends to make a single award with a maximum quantity requirement of 37,000 river buoys during the period of performance. The USCG may have a requirement for first article testing and approval after award. A preaward survey may be performed to ascertain manufacturing capability. Delivery terms for First Articles will be outlined based on the standard delivery time for the specific buoy type, which will be outlined in the solicitation and resulting contract. Government approval, conditional approval or disapproval will be provided to the awardee not later than 21 days after submission of First Article Lot. Estimated annual requirements are from 7000 to 7800. The estimated contract performance period is 5 years from date of award. Contract award is anticipated on or before 30 December 2005. The NAICS code assigned to this procurement will be 332313, Buoys Fabricated Plate Work Metal, Manufacturing with a size standard of 500 employees. The solicitation will be issued in accordance with FAR Part 15, Contracting by Negotiation. It is anticipated that a firm-fixed price Requirements type contract will be awarded to responsible offeror or offerors whose offer conforming to the solicitation will be most advantageous to the government, price and past performance considered. Vendors which have an interest in and capabilities to provide the required supplies must respond in accordance with the Request for Proposal, scheduled to be posted at http://fedbizopps.gov around 1 January 2006. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232 -33. CCR can be obtained by accessing the internet at www.ccr2000.com or by calling 1-800-227-2423. Any correspondence concerning the acquisition shall reference Request for Proposal (RFP) HSCG23-05-R-ECB019. The solicitation, and any subsequent amendments, will be available electronically on http://fedbizopps.gov. No paper copies of the solicitation and/or amendments will be distributed. Firms shall not be reimbursed for any costs associated with proposals. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from that site.
