- The Space and Naval Warfare Systems Center, San Diego, intends to award a sole source contract with a cost plus fixed fee pricing arrangement to Applied Research Associates, Inc., (ARA) of Albuquerque, New Mexico. The contractor will research, analyze and develop the global radiological and nuclear (RN) countermeasure architecture necessary to prevent or deter a RN attack with an emphasis on pre-event detection and reporting. The contractor will develop a system-of-systems analysis methodology for the global radiological and nuclear threat countermeasure architecture and provide architecture recommendations to the Government. In addition, the contractor will implement a complete information technology enabled radiological and nuclear countermeasure system architecture, design and fabricate prototype systems to utilize and interface with existing detection systems, and develop plans for deployment, training, operation, maintenance and sustainment of the systems. This work includes analysis of the currently deployed countermeasure architecture, extensions in scale and scope of the current architecture and future architectures defined by the Government or developed by the contractor. The estimated period of performance is from date of award to 15 October 2006. This effort is a follow-on to contract N66001-05-C-6006 with ARA that was awarded under the competitive broad agency announcement BAA 04-01 "BAA for Radiological and Nuclear countermeasure System Architectures Analysis" issued by the Homeland Security Advanced Research Projects Agency. Through the initial contract effort, ARA has begun the research and follow-on actions will implement the system architecture that is critically needed for homeland security. The use of any other contractor would result in substantial duplication of cost to the Government that could not be recovered through competition as well as unacceptable delays in fulfilling vital security requirements.
