Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. This solicitation, #W912PA-05-0004, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circ ular. The associated North American Industry Classification System (NAICS) Code for this procurement is 336611 and the small business size standard is 1,000 employees. The government intends to negotiate on a sole source basis with Engine Monitor, INC. 191 James Dr. West, St. Rose LA 70087 for a Tug monitoring and Control System. The purchase includes One (1) Port Bridge Wing Panel (NEMA 4X) One (1) Stbd Bridge Wing Panel (NEMA 4X) One (1) Aft Control Station Panel (NEMA 4X), One (1) Pilothouse Panel , One (1) EOS Panel, (1) One System Main Panel for the engine room with amplifiers, Two (2) Main Engine RPM Magnetic Pickups, Two (2) Shaft RPM Pickups and associated junction boxes, One (1) Bow thruster shaft pickup and associated junction box. Two (2) ha rdcopies and Autocad Electronic files of Upgraded Drawings with new Bill of Material, Five (5) hardcopies and electronic files of Technical Manuals with Periodic Test Procedures, Recommended spare part list with pricing. Requirements are for delivery FOB Destination to Combat Equipment Battalion Hythe, Southampton, United Kingdom by 28 April 2006. Offerer shall provide a completed copy of provision 52.212-3, Offerer Representations and Certifications  Commercial Items. Offerer shall address all requirem ents in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Governments specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offerors taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offerer whose offer conforming to this synopsis/solicita tion will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirements; and (2) price. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The follow ing FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; and 52.212-4, Contract Terms and Conditions  Commercial Items. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executiv e Orders  Commercial Items, applies to this acquisition. Offers are due 12 December 2005, 3:00 p.m. local time. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this not ice. The Benelux Regional Contracting Office, may consider responses. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be pro tected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on respon ses to this notice is solely within the discretion of the Government.
