Description
The purpose of this synopsis is to announce the Volpe National Transportation System Center?s (Volpe Center) intent to negotiate on a non-competitive basis with Heitz, Automotive Testing, Inc., Pennington, NJ for four (4) Heitz Model Sprint 3 programmable steering machines. The equipment required must match existing units in order to conduct the National Highway Safety Administration?s (NHTSA) New Car Assessment Program (NCAP) rollover tests in a timely fashion. The steering machines must be mechanically interchangeable and compatible with Government instrumentation and software for the NCAP rollover program. In addition, the machines must be stand-alone machines with internal program memory to perform various steering maneuvers for the NCAP program without the use of an external comp uter and be compatible and interchangeable with the Government 37-pin connector with correct voltage scaling for the roll rate input and steer angle output. These steering controllers must contain the 16,384 step steering program and EPROM memory of 16 separate programs to execute steering inputs. The steering controllers must also contain designated pin assignments for outputs of auxiliary signals to control vehicle throttle and brakes, data recorders and other devices and also a handwheel lock to prevent driver interference during testing. Identical steering machines are required in order to be exchangeable with existing units and provide repeatability of testing. Interested parties believing they are capable of providing a programmable steering machine with salient characteristics identical to the SPRINT 3 unit must respond to this notice in writing within fifteen (15) days after it is posted on FedBizOpps. Oral expressions of interest will not be considered. This notice is for information purposes only and not a Request for Proposal. The proposed action is for equipment, which the Government intends to solicit and negotiate with only one source under authority in accordance wit h FAR 6.302-1. This notice is for informational purpose for minority, women-owned, and disadvantaged business enterprises. The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has an assistance program available to minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
