- NAICS Code: 541990 NAICS code 541990: The U.S. Environmental Protection Agency (EPA) plans to negotiate on a sole source basis with Dr. Chuck Gerba of the University of Arizona. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiations without full and open competition if there is only one responsible source. EPA is required to select a new Contaminant Candidate List as required under the 1996 amended SDWA. EPA has made a regulatory determination on only one microbe from the CCL-1 list. A lack of current data has hampered the regulatory determination on the other microorganisms on the CCL list including cyanobacteria and toxins. EPA recently developed mini summaries on the occurrence of 36 microorganisms of concern. Cyanobacteria and toxins was one of them. There is an urgent need to acquire more data on the health effects of cyanobacteria one of the microbes on the CCL 36 microbe list completed recently by Dr. Charles Gerba. This need will be fulfilled by an expert microbiologist who is knowledgeable in the old EPA CCL list and who completed the occurrence summaries for EPA recently. Because of time constraints, and the background required for this task, the Office of Water is recommending that Dr. Charles P. Gerba of University of Arizona be asked to handle this urgent task for the following reasons: The basis for this determination is that the U.S. EPA Officer of Water previously awarded a contract, PO 4W-1799-NAEX to Dr. Gerba. Dr. Gerba reviewed the scoring criteria report, table and microbe list and made recommendations of any gaps and identified any potential or emerging pathogens, therefore, he is familiar and knowledgeable with the Office of Waters needs. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requiring by submitting documentation, to Thomas Martinez at the office identified above, by fax (703)308-2358 or by e-mail (Thomas.Martinez@epa.gov) , which establishes that their specifications meet EPA?s requirement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by EPA. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
