Description
The Naval Surface Warfare Center, Panama City, Florida intends to issue a sole source contract to Environmental Container Systems, Inc., 3560 Rogue River Highway, Grants Pass, Oregon for the acquisition of Storage and Transit Cases for the Deployable Joint Command and Control (DJC2) System The items being acquired are: 15 Each P/N 00110966, Rack Mount Case; 6 Each P/N 00110967, Rack Mount Case; 2 Each P/N 00110968, Rack Mount Case; 1 Each P/N 00110969, Rack Mount Case; 7 Each P/N 00022235, Transit Case; 8 Each P/N 00022236, Transit Case; 13 Each P/N 00022237, Transit Case; 2 Each P/N 00022240, Transit Case; 2 Each P/N 00022241, Transit Case; 1 Each P/N 00022244, Transit Case; 8 Each P/N 00022245, Transit Case; e Each P/N 00022247, Transit Case; 1 Each P/N 00022250, Transit Case; 1 Each P/N 00022303, Transit Case. Use of the listed ECS Composites products fulfills the following requirements: 1. Transit and storage cases for the equipment comprising the DJC2 system. These cases must be rugged, waterproof, and all of a common design for interlocking as required for some applications. Multiple vendor cases have been field tested and only the ECS Composites cases have been found to meet all of the requirements for these Cases. 2. Use of other Cases would require a significant amount of time and money for training, redevelopment and delivery of interactive electronic training aids, redesign of systems engineering, retesting, reintegration, approval by Chairman, Joint Chiefs of Staff (CJCS), replacement of existing systems for configuration control, and rewriting and reapproval of IATO documentation would result. Current estimates of this impact for a DJC2 program hardware item was estimated at approximately 16 months and $1.3M. 3. Successful demonstration of product and service competency has been during the first 3 individual system purchases. Due to the rapid procurement and fielding requirements of the DJC2 program office, this is deemed the most expedient and cost-effective method available for the short acquisition window. The parts will be delivered 60 days after contract to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 326199 applies. SBA Size Standard is 500 employees. FSC is 8145.
