Description
Title: Update of PHS Clinical Practice Guideline: Treating Tobacco Use and Dependence. The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is planning on awarding on a sole-source basis to the University of Wisconsin Medical School, Center for Tobacco Research and Intervention (CTRI), a contract to carry out the planning evaluation, and analytical type activities required to update the Public Health Service Clinical Practice Guideline, Treating Tobacco Use and Dependence , led by the AHRQ. This is follow-up work to a contract awarded to the University of Wisconsin CTRI in 1998. Areas to be addressed in the update will include but not be limited to: significant new findings in treating tobacco dependence that have been published since 2000 including any additional pharmacotherapies for smoking cessation, treatment approaches for specific populations; e.g., racial and ethnic groups, women, smokers with co-morbid conditions, quitlines, concurrent use of counseling and medication. The Update will also address system interventions; e.g., tobacco dependence coverage, cost benefit analyses, and tailored interventions. The University of Wisconsin-Center for Tobacco Research and Intervention (UW-CTRI) maintains a unique repository of data regarding tobacco dependence and its treatment stemming from their past work in executing the guideline and their role as a lead research organization in tobacco cessation. For the previous full guideline update completed in 1999, the UW-CTRI staff reviewed and classified over 6000 articles related to smoking cessation. The review of over 2400 articles meeting basic screening criteria at that time included use of a sophisticated screening, classification, taxonomy, and evaluation system. Clinical trial review categories, for example, included provider types, intervention formats, pharmacotherapies, theoretical bases, intensity and special populations where there were sufficient data for analysis. Each one of these rubrics involves explicit criteria for subcategories that allowed for reliable coding of articles with respect to each dimension. UW-CTRI is unique in housing all of the coding categories and application rules that would allow for effective, expeditious integration of prior work done in guideline development with future work. Since the time of the previous Guideline, the UW-CTRI has continued to monitor a wide-ranging data set of materials that are currently in place relating to smoking cessation that would be used in this Guideline update such as: a) Data on health systems applications of smoking cessation and b) Data base on tobacco dependence. Moreover, the CTRI has developed meta-analysis strategies and tools that would be required in this Guideline update. The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. For this requirement, sources must have an understanding of and, preferably, experience in, health services research. Sources must also possess, or be able to obtain in-house or through subcontracting arrangements, the staff and other resources needed to expeditiously carry out the different types of required activities. Interested organizations capable of performing the above with the requisite qualifications and expertise, should submit a statement of capabilities with documentation supporting its ability to meet the Government?s requirements as described above no later than December 7, 2005. No solicitation document is currently available. Capability statements should be submitted electronically to Sharon Williams at swilliam@ahrq.gov or paper copies (original and two copies) to Sharon Williams, Agency for Healthcare Research and Quality, 540 Gaither Road, Rockville, MD 20850. Capability statements received after December 7, 2005, will not be reviewed. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
