- Description
- The NATO Joint Warfare Center (JWC) in Stavanger, Norway, intends to advertise for International Competitive Bidding (ICB) under the stipulations of the Bi-SC procurement Directive 60-70, Annex B. Eligible firms will be invited to bid to provide canteen services for the JWC on a normal day-to-day basis as well as food service for military training events/exercises. JWC is serving as the Host Nation for this project, which is customer funded. JWC intends to use the basic two envelope bidding procedure. Partial bidding is not authorized. The estimated annual turnover for this project is 6-7 million NOK ($897,000 ? $1,046,000). The reference for this project is ACT-JWC-05-83 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ACT-JWC-05-83. ELIGIBILITY Eligibility is limited to companies from NATO nations that have provided services substantially similar in scope to the requirements described in the solicitation. The classification of this procurement is NATO UNCLASSIFIED. However, contractor personnel performing services under the contract must be in possession of a valid NATO security clearance up to the NS level. Firms must be nominated by their national government with the required Declaration of Eligibility. Requests for participation received directly from firms cannot be considered. COMPANY CERTIFICATION PROCEDURES All firms with a facility is located within the United States must be declared eligible by the U.S. Department of Commerce in order to be deemed eligible to bid. Only firms that the U.S. Department of Commerce has declared eligible will be allowed to bid. The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. The Host Nation is JWC. The U.S. Government will be forwarding to the Host Nation the contact information for all U.S. firms that have been issued a Declaration of Eligibility. When the Invitation for International Bidding (IFIB) is issued, those firms will be notified electronically and will be instructed to download the tender documents on the following website: www.jwc.nato.int. Please note that nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1.
