- ALL REQUESTS SHALL BE ON YOUR COMPANY LETTERHEAD WITH NAME, ADDRESS, TELEPHONE NUMBER, FAX NUMBER, POINT OF CONTACT, AND SOLICITATION NUMBER; PLEASE NO EMAILS The Leadership, Ethics, and Law Department at the U S Naval Academy has a requirement for a temporary position for an Assessment Specialist: Interim Contract from award date through two in a half (21/2) months. Clin 0001 ? SUMMARY OF SOW: Advise on the execution of the next steps in the Naval Academy?s pilot application of the Canadian ethical decision-making instruments, including substantive analysis of the results and the formulation of recommendations for follow-on work, as part of the development of a management tool for enhancing the USNA Division of Officer Development. Coordinate with appropriate faculty in USNA Department of Political Science, on the continuing implementation of the Ethics Center-Political Science Department pilot assessment project for FP 130. Advise on the execution of a new pilot project on assessment of the character essay process for the Office of Admissions. Provide initial/interim quality advice for the academic inquiry and quantitative and qualitative research activities being performed by specified Ethics Center Resident Fellows and LEAD graduate students engaged in projects in ethical analysis. Provide Ethics Center representation to USNA Institutional Review Board regarding ongoing and advanced development of policies, standards, and ethical norms relative to human subjects research under The Belmont Report, 32 CFR 219, DoD Directive 3216.2, and other federal- and agency-specific guidance. Provide ongoing guidance and moral development and ethical decision-making expertise for an Ethics Center project to develop a computer-based interactive multi-media ethical decision-making video for the education and training of future and current junior Naval Officers. Qualifications, expertise, and experience required: Doctoral degree and substantial professional experience in a field related to higher education research and assessment such as education, psychology, or evaluation. Substantial experience in teaching ethics courses and in directing and conducting character development programs in a U.S. service academy setting. In-depth working knowledge of the ethical decision-making instruments developed for the Canadian Defense Ethics Surveys, now being adapted for use at the Naval Academy. Working knowledge of the ongoing assessment project for the Naval Academy?s core course, FPL3O, conducted as a partnership between the USNA Political Science Department and the Ethics Center. Demonstrate expertise in the ethical dimensions of human subject?s research, including an in-depth working knowledge of the policies, procedures, and practices of the Naval Academy?s Institutional Research Board. Demonstrate expertise and professional experience in the fields of learning theory, moral development theory, and ethical decision-making.
