- The synopsis posted under M6785405R2009 is corrected to M6785406R2009. The Marine Corps Systems Command (MCSC) intends to hold a full and open best value competition for the procurement of six (6) processor suites to replace the current Communication Data Link System (CDLS) AN/TYQ-101A primary processor suite. The system will be a non-developmental/off-the-shelf solution. In addition to the primary processor suite, the effort will include (1) documentation (System/Subsystem Specification (SSS), System Users Manual (SUM), System Administrator Manual (SAM), COTS Manuals, Contractor Acceptance Test Procedures (ATP), Configuration Audit Reports, Maintenance and Operations Manuals, Interface Change Proposal (ICP) Report, Information Assurance Vulnerability Alerts (IAVA) Report, and Software Version Description (SVD)); (2) Unlimited site licenses for four of the systems and two individual/workstation licenses for the other two systems; (3) Operator, maintainer, and system administrator training; (4) System spares procurement; (5) Technical/helpdesk support (one year) and (6) System warranty (minimum one year). The base system performance requirements are: 1) Joint Interoperability Test Command (JITC) certified (certificate of conformance/compliance is acceptable) as a Command and Control (C2) Tactical Data Link (TDL) J to TDL A and TDL B Forwarder (FJUAB). The desired system will have incorporated all current J and M series messages to the MIL-STD-6016C level (objective) or meet the requirements for Minimum Implementation (MINIMP) for Air Surveillance, Land Surveillance, Space Surveillance, Electronic Surveillance, Electronic Warfare & Intelligence Information, Mission Management, and Weapons Coordination & Management to at least the MIL-STD-6016A level (Threshold). In addition, the system will have incorporated the Joint Single Integrated Air Picture (SIAP) System Engineering Organization (JSSEO) Block 0 Interface Change Proposals (ICPs). The system configuration shall be capable of supporting; one (1) Joint T actical Information Distribution System (JTIDS) 1553 bus interface for a Marine Corps Class 2 terminal, four (4) TDL B connections, and one (1) TDL A connection simultaneously; 2) the system shall be capable of (and certified for) Joint Range Extension Application Protocol (JREAP) MIL-STD-3011 Appendix A, B and C, and shall be capable of simultaneously operating at least one (1) Appendix A, (4) Appendix B, and (1) Appendix C connection; 3) Commander Tactical Terminal (CTT) H3 interface for control of the terminal and receipt of Intelligence Broadcast System (IBS) data; 4) United States Message Text Format (USMTF) capabilities include parsing, correlation and display Air Tasking Order (ATO) data (4000 missions/Objective), and display of Air Control Order (ACO) information; 5) Theater Battle Management Core System (TBMCS) interface; 6) the system shall be capable of data extraction and reduction; 7) remote workstation capable; and 8) all information will be correlated to a common display using MIL-STD-2525 symbology. The system will not exceed the current processors weight, size, and rack volume. The formal RFP is planned for release on or about 30 November 2005 with proposals due on or about 3 January 2006.
