- READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. The North American Industry Classification System Code (NAICS) for this requirement is 561740 "Carpet and Upholstery Cleaning Services". The size classification for this NAICS Code is $4 million. NOTE: At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. ALL RATES WILL BE SUBJECT TO THE SERVICE CONTRACT ACT OF 1965 AS AMENDED, DEPARTMENT OF LABOR'S PREVAILING RATES. The Minerals Management Service (MMS) Herndon, VA office has a requirement for a continuous maintenance and cleaning program of carpeting in its facility located in the Atrium Building, 381 Elden Street, Herndon, VA. The Contractor shall furnish adequate personnel, support, equipment, and supplies to accomplish the tasks as follows. MMS will allow access to all space requiring cleaning. 1. All cleaning shall be performed after 5:00 PM on workdays and/or between 7:00 AM and 5:00 PM, or later, on weekends and Federal Holidays. 2. All work shall be completed in one day. The MMS will have an employee or employees available to provide the Contractor access to offices and facilities while services are being performed. The Contractor shall provide a cleaning schedule after award of the contract and prior to commencement of the services. During the cleaning process, only small items or furniture such as chairs, trashcans, etc., shall be moved by the Contractor. All cleaning shall involve the removal of all stains, including, but not limited to, tar, toner, food, coffee and soft drink stains. The only materials that shall be used in cleaning are non-toxic, non-flammable, bio-degradable, and shall not alter the flame spread rating of the carpeting. Organic Solvents, such as perchloroethylene alcohols, shall only be applied by cleaning cloths in such a manner as to not saturate the carpet. Such solvents shall not be poured directly into the carpet. The Contractor shall test carpet for suitability prior to use to the use of any cleaning agents. Cleaning or maintenance of carpeted areas shall not cause any shrinkage, stretching, or deterioration of any seams or carpet tiles. The contractor is responsible for either the repair or replacement of any carpeting damaged as a result of the cleaning process or drying period. On-Site Carpet Cleaning: (1) High traffic areas, such as corridors and walkways comprising approximately 35,000 square feet, shall be cleaned four times a year, (2) All carpeted areas, comprising approximately 70,000 square feet, shall be cleaned twice per year, (3) The drying time after cleaning shall not exceed 30 minutes, (4) Carpeted areas shall be immediately accessible to walking traffic after cleaning has been completed without a matting effect on the carpet. On-Site Power-Pile Lifting: All carpeted areas will be power pile lifted sem-annually, the process leaving no residual soil. The Contractor shall provide at least two references for similar work performed within the last 12 months.
