Description
The Bureau of Reclamation has a requirement for services to conduct a 3 year study to demonstrate the use of seeds to produce large acreages of habitat consisting of a dense mosaic of native cottonwood, willow, mesquite and shrubs. The study shall emphasize using a high density establishment of natives, combined with other techniques, to control weed infestation by saltcedar and other shade-intolerant non-natives. The Contractor shall determine methods and document best protocols for collection, care, storage and treatment of cottonwood, willow, mesquite and shrub seeds from the Lower Colorado Region. The Contractor shall explore and document the best method for maintaining and/or increasing viability or longevity of seeds, particularly the cottonwood and willow. Status reports shall be submitted quarterly and annually along with a final findings report upon the conclusion of the study. The work is located in various places within the Lower Colorado Region to include but not limited to (1) The Bill Williams River National Wildlife Refuge in Parker, Arizona, (2) The Havasu National Wildlife Refuge in Needles, California, (3) The Lake Mead National Recreation Area in Boulder City, Nevada, (4) The Cibola National Wildlife Reserve in Cibola, Arizona. The government intends to award a Firm-Fixed-Price contract with a performance period of 3 years to complete this work. This solicitation is not restricted. The North American Industry Classification System (NAICS) code for this acquisition is 541710, Research and Development in the Physical, Engineering and Life Sciences. The size standard is 500 Employees. The estimated price range of this project is between $200,000.00 and $400,000.00. The solicitation in the form of a Request for Proposal (RFP), will be issued on or about December 1, 2005 with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
