Description
The Aviation Applied Technology Directorate proposes to acquire on an other than full and open competition basis a program entitled, 'Advanced Helicopter Electromagnetics (AHE) Research'. This research includes analysis and development of computatio nal tools for helicopter applications, development and improvements to Finite-Difference Time-Domain, Finite Element, Method of Moments, diffraction methods and hybrid techniques to predict the electromagnetic performance characteristics of antennas and se nsors on complex composite material vehicles/airframes. It is anticipated that a base year and 3 option years will be awarded. A noncompetitive acquisition to Arizona State University, Tempe, Arizona 85287-0103 is intended pursuant to 10 U.S.C. 2304(d)(1 )(b). Arizona State is deemed to be the only responsible source. No other known organization or university has compiled the extensive research data in the areas such as Finite-Difference Time-Domain (FDTD) modeling of complex metallic and non-metallic fu selage structures, rotor blade modulation analysis, helicopter antenna performance, antenna coupling, lightning effects, and EM wave penetration analysis for EM interference and effects on Rotorcraft. In addition no other known organization has the unique scale model helicopters developed for this type of research, testing and evaluation. The costs that would be duplicated for another firm to acquire a similar capability are substantial. All responsible sources may submit a proposal, which will be conside red by this agency. This acquisition will be conducted using Alpha Contracting techniques; therefore a formal solicitation for this program will not be issued.
