Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Building and Fire Research Laboratory (BFRL), intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with the University of Texas at Austin, of Austin, Texas for Measuring Interoperability on Key Project Outcomes (cycle time, construction cost, field rework, and construction worker safety). The Construction Industry Institute (CII) will lead the proposed research effort. CII is one of the University?s organized research units. CII is a unique consortium of owners, designers, builders, and universities that is addressing the increasing need for capital project effectiveness. CII maintains a Benchmarking and Metrics database that permits the measurement of: (1) performance norms and trends within the capital projects industry; (2) the degree to which innovative practices are used; and (3) the economic value associated with the use of innovative practices. The database contains more than 1,400 projects, representing a total value of construction put in place of over $65 billion. The database contains projects from both owner and contractor organizations. The CII Benchmarking and Metrics database is composed exclusively of actual capital project execution experiences; it is the ideal means for measuring interoperability impacts on key project outcomes.      The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6 Million. This notice of intent is not a request for competitive quotations, however, parties that believe they can provide the services noted above may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by November 28, 2005. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
