Description
NAICS Code: 481219 The Environmental Protection Agency intends to issue a purchase order for aerial video helicopter services outlined below in the statement of work. Interested offerors should send a written quote to David Murphy at Murphy.davidm@epa.gov no later than 12 Noon on November 16, 2005 Central Standard Time. Provide aerial video helicopter services to perform reconnaissance of areas that were impacted by Hurricanes Katrina and Rita. Helicopter shall be turbine powered with a minimum of 5 total seats. Helicopter shall be equipped with high resolution video pod and related equipment to produce high resolution video of areas damaged from Hurricanes Katrina and Rita. Helicopter will be based at Atlantic Aviation at New Orleans International Airport (KMSY). Helicopters shall be registered with the FAA and meet all FAA requirements related to maintenance and/or commercial operations. Copy of insurance certificate must be presented to the Contracting Officer prior to award. Helicopters shall be equipped with SAS or SCAS systems to enhance video production. Helicopters shall provide approximately four (4) hours of continuous flight. Helicopter pilot shall show proof of a minimum of 50 hours flown in a video mode environment. Aerial surveillance camera system consisting of at least a 3 chip broadcast quality stabilized digital video camera, housed in a stabilized platform, and capable of not less than 530 lines of resolution. System shall both pan and tilt. Camera system shall be capable of sending video signal to a video capture device via firewire or S-Video line, in order to display current latitude and longitude values at all times on tape. Video capture device shall include capability of entering line name and data with a keyboard that includes latitude, longitude, date, time, heading, ground speed, and elevation onto the video footage. Video capture device shall have the capability of sending video signal to a digital video recorder with a minimum capability of providing not less than 184 minutes of digital video footage. Helicopter shall be equipped with two moving map GPS units for coupling to the video capture device and/or to a laptop computer. Helicopter shall be equipped with a minimum of two 5.6 inch or larger color monitors depicting the moving footage being recorded. Helicopter will be equipped with communication device capable of immediately contacting company personnel at any location. Helicopters shall be equipped with an intercom allowing audio-in devices to input the voices of pilot and observers onto the digital video tape and have clear output when tape or DVD is replayed. Vendor shall have the capability of delivering either or both the DVCAM 184 minute tape or a duplicated copy of the DVCAM footage on a high resolution DVD disc. Delivery of footage shall be no later than one calendar day after the recording and have duplicating capabilities. Each helicopter shall be equipped with a minimum of one (1) digital (DVCAM) high end recorders in reach of the pilot and/or co-pilot, which will out-put the video signal (in monitor mode) to high resolution monitors mounted in view for both pilot and observers. The period of performance for this effort will be thirty days from the beginning of the contract. Past performance-The apparent winning offeror will be asked to provide contact information for three contracts they have performed of a similar size and scope. Price-The overall price of each offeror will be evaluated to determine price reasonableness. Award will be made based on the offer that is most advantageous to the government based on all factors contained in the Request for Quote. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
