Description
Description The NSF intends to acquire a sole source basis, Request for Quotation (RFQ E46035X-MMJ),selected analytical activities in support of the Engineering Research Centers Program. The contractor shall provide an analysis of the overall impact of the 1990 and 1995 ERC?s on the state of the art in research, education and technology. The contractor will provide input and report on the performance of the ERC at the University of Kansas. Additionally the contractor shall provide input to the initial draft recommendation documents of the proposals submitted for ERC Program Solicitation 04-570. The NSF intends to enter into a sole source contract with Dr. Tapan Mukhejee because of his unique technical background, his knowledge of the ERC program and his knowledge of the NSF make him singularly qualified to support this effort. This acquisition is being pursued on a sole source basis under the statutory authority of Title 41 U.S.C.253 (c) (1) as implemented by the Federal Acquisition Regulation (FAR 6.403-2, only one responsible source and no other services will satisfy agency requirements. While this notification of intent is for informational purposes only and not a request for competitive proposals, interested parties may identify their interest and technical capability by responding to this requirement and may submit information, which shall be considered by the NSF. The Government retains the right not to compete this requirement based on responses to this notice. See Number Note 22. This procurement is being conducted under Simplified Acquisition Procedures set forth in FAR Part 13. This Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This notice is a combined synopsis/solicitation for sole source items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to submit the RFQ Combo Posting as their quote. This proposal is consider the RFQ COMBO, if interested please submit. SEE THE RFQ COMBO WITH THE SOW BELOW. The Vendor shall submit a copy of their quote in email (mjones@nsf.gov) or fax 703-292-9140. The quote may include a line card but is to be brief. Provide initial draft recommendation documents of the 26 full proposals submitted to the Engineering Research Center (ERC) Program Solicitation (NSF 04-570). Each will include a project description and an analysis of the strengths and weaknesses of the proposal based on the proposal?s individual reviews and the panel summary from the first meeting of the ERC Panel. All 26 will be prepared as soon as possible but before December 30, 2005. Nine of these proposals are undergoing site visits between late October and mid December 2005. The completed analyses of these nine proposals will include an analysis of the strengths and weakness of the ERC based on its site visit report. The analyses of these nine will be completed by January 12, 2006. 2. Provide input on the past and current performance of the ERC at the University of Kansas for the official NSF Program Director (PD). The site visit is scheduled for April 19-21, 2006. Dr. Mukherjee will read the renewal proposal, attend the site visit, and prepare an analytical document for the ERC?s PD including a project description and an analysis of the center?s performance based on the site visit report. This task will be completed by April 25, 2006. 3. Provide analyses of the overall impact of five ERCs in the Class of 1995 and three in the Class of 1990 on the state of the art in research, education, and technology. These will be based on these ERCs? final reports and Dr. Mukherjee?s own analyses of the state of the art in the respective fields. These analyses will be carried out over the next 6-9 months for seven of the eight. The eighth will be completed by August 30, 2006, after receipt of the final report from the University of Arizona ERC, which is due in July 2006. 4. Provide assistance with other duties related to the ongoing ERC competition and the oversight of current ERC sites during site visits to the centers.
