Description
This announcement is not a request for proposals and there is no solicitation available. The Bureau of Reclamation- Snake River Area Office- East, Burley, Idaho, per the authority of FAR 6.001(a) and using FAR Parts 13 procedures, intends to negotiate a non-competitive contract with Orma J. Smith Museum of Natural History, Albertson College of Idaho, 2112 E Cleveland Blvd, Caldwell, ID 83605-4432. The contract is for sorting, identification, curation, catalog, storage, database management, and reporting of fauna collected from the Snake River, Idaho during the endangered snail surveys. The research study will be conducted to determine the presence and distribution of endangered snail populations and to monitor ecological relationships within the Snake River ecosystem. This is a three year study. The NAICS code for this requirement is 541710. In 1992, the U.S. Fish and Wildlife Service (USFWS) listed five native snails from the Snake River as endangered or threatened under the Endangered Species Act (57FR 59244), the USBR is required to conduct snail surveys to determine the effects of water operations on these snails. Per U.S. Fish and Wildlife Service recovery permit issued under section 10(a)(1)(A) of the Endangered Species Act (ESA), 16 U.S.C. 1531 et seq., and it's implementing regulations, permit number TE056557-1 designates Orma J. Smith Museum of Natural History, the depository of all mollusks specimen. The museum curates and catalogs these specimens for long term storage and maintains GIS data base for the location of each collection. The museum is permitted to handle rare and endangered species by the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
