- FY05 2nd Fall Seed Buy The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) Certified seed will be accepted without further testing from the BLM. Delivery of certified seed must be accompanied by an original seed lab analysis report by a registered seed technologist (AOSA) upon which the certification status was based (seed lab report date within twelve months of seed delivery). The certified seed lot must have passed a western states noxious weed seed test. A certified seed lot must meet or exceed the seed quality standard in the Contract for purity, germination or TZ, no noxious weed seed, <0.5% weed seed, and <2.0% other crop seed by weight. Seed may be sampled within 12 hours of delivery and tested by a registered seed technologist to meet the contract seed moisture allowance if applicable. 4) Other evaluation factors include past performance. 5) Delivery dates will be stated in the solicitation. 6) Offers may be made in ANY amount for the varieties specified. The total estimated amount of seed is 703,672 lbs.; however, BLM reserves the right to award up to 809,223 lbs. of seed (additional 15%) in total against any of the items listed in the schedule. The BLM does not anticipate the quantity of seed to change prior to solicitation posting or closing. 7) Based on seed availability and considerations given to seed certification, seed preference, and price the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. 8) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 9) Awarded dollar amount will be based on the bulk price per pound. 10) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 11) Germination for all seed will be determined by tetrazolium tests (TZ). 12) Seed shall be delivered to the following states: ID, NV, OR, AZ, and UT. Exact locations will be specified in the solicitation.
