- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation, H92236-06-Q2008, issued as a request for Quotation (RFQ), and is 100% Set Aside for Small Business. The associated NAICS 488999 (6.0 Million). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 05-06. CLIN 0001 The contractor shall provide all direct labor, material, transportation, supervision, CASA 212 aircraft, maintenance and administration requirements for conducting air operations for Military Freefall (MFF) High Altitude High Opening (HAHO) and High Altitude Low Opening (HALO) parachute operations. Period of performance will be 28 November 2005 thru 9 December 2005. Location of training will be Marana Arizona. Total personnel will not exceed 25 each. TAC Hours required will not exceed 45 hours, Ferry Hours required will not exceed 22 hrs, Daily usage will be four (4) to five (5) TAC Hours. Jump Altitude will be 12,999-24,999 feet. Contractor must be an Air Mobility Command (AMC) approved contractor and Federal Aviation Administration (FAA) Part 135 certified. Aircraft must be a CASA 212, ramped and capable of in flight operations. Contractor must be capable of four (4) to five (5) lifts per hour to an altitude of 13,000 feet. Jump lights (Red/Green) in cargo compartment for jumpmaster/aircrew coordination. Seating must be side facing (military style canvas/nylon seats) for 16 jumpers per lift. Cargo compartment must be able to accommodate jumpers, instructors, safeties, and portable oxygen consoles (CASA 212) minimum size. Aircrew must have oxygen system (portable or permanent). Standard VHF/AM radios required (UHF preferred). CASA 212 crew must be knowledgeable in current military freefall tactics and procedures relating to aircrew and jumpmaster interface/coordination. Aircrew must have had recent (past 120 days) Military HALO MFF contracts with documented satisfactory performance. Contractors must have applicable insurance coverage to include parachute and HALO operations. All contractor personnel shall be United States citizens and must provide proof of United States citizenship to be included with vendor quote. Contractor must have required clearances and documentation to operate from US Air Force installations and provide proof of clearance and documentation to operate from US Air Force installations with submittal of vendor quote. Aircraft to be used for the exclusive use of the Department of Defense. Aircrew shall consist of a Captain and a Co-Captain. The cost for contractors lodging and per diem shall be included in the firm fixed price. The cost of transporting aircraft and aircrew to the performance site is included in the firm fixed price. The following provisions and clauses apply to this procurements. FAR 52.212-1 Instructions of Offerors Commerical Items (Jan 2005); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representation and Certifications Commercial Items (Jan 2005); FAR 52.212-4 Contract Terms and Conditions Commercial Items (Sep 2005); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Jan 2005); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisitions of Commercial Items (Dec 2004). This Request for Quote (RFQ) H92236-06-Q2008 is anticipated to result in a Firm Fixed Price (FFP) contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantages to the Government. The following factors shall be used to evaluate offers: (1) Past Performance (2) Price. The Government will evaluate offers for award purposes for the total price for the requirement. Quotes shall be submitted on company letterhead and signed by individual authorized to bind the company. Quotes shall include vendors Cage Code, Dun and Bradstreet Number (DUN) and Tax Identification Number (TIN). The quote shall provide sufficient detail to allow the government to make a best value determination. Vendor shall submit Past Performance Information to include Contract Number, Point of Contact Information, Unit of Issue, Unit Price and Extended Price. The offeror must be registered in the Central Contractors Registration (CCR) website at http://www.ccr.gov.
