- The GSA Federal Systems Integration and Management Center (FEDSIM) on behalf of U.S. Air Force Installations and Logistics(AF/IL) plans to release a Request for Quote(RFQ) for the Integration and Management Services. The scope of this effort is to obtain the full range of technical, functional and managerial expertise to support the following AF/IL transformation initiatives: Task 1 - Program Management Support ? The contractor shall provide all necessary personnel, administrative, financial, and managerial resources necessary for the support of this Task Order. Task 2 ? Provide Installation and Logistics Support ? The contractor shall provide technical, financial, and management support to AF/ILIS for managing the transformation of AF logistical information systems to a enterprise architecture, including support to the Chief Information and Financial Officers, strategic planning, portfolio management (PfM) and system security and accreditation. Task 3 ? Provide Support for Logistics Readiness Systems? The contractor shall provide technical expertise to assist the Directorate of Logistics Readiness in moving information systems toward an enterprise-wide solution, including PfM support, integrating systems, PfM support for readiness systems, budgeting, and security and accreditation support of I&L Systems. Task 4 ?Provide Support for Maintenance Information Systems ? The contractor shall provide technical expertise to assist the Directorate of Maintenance in moving maintenance information systems toward an enterprise-wide standard, including standard data collection (MDC) process and continual process improvements (CPI). Task 5 ? Provide Support for Transformation Program (Optional Task) ? The contractor shall provide technical research and analysis to assist the AF/ILI in transformation planning, objectives and implementation strategies. Task 6 ? Support for Radio Frequency Identification (RFID) (Optional Task) - The contractor shall support AF/ILI in implementing a strategy for passive and active RFID and Automatic Identification Technology (AIT) technology, including researching industry and Government best practices, collaborating with Federal organizations, and drafting implementation plans. Task 7 ? Provide Support for AF Portal (Optional Task) - The contractor shall provide functional and technical expertise to support AF transition to an AF-wide Portal, including information requirements identification, planning, analysis, migration and management in support of Enterprise Architecture, Portfolio, and Data Management initiatives. Task 8 ? Provide Support to Advanced Planning and Scheduling (APS) (Optional Task) ? The contractor shall provide technical expertise to support the development and implementation of a collaborative planning and scheduling capability for the Air Force-wide supply chain, including monitoring design, developing implementation plans and procedures, managing the data configuration process, and evaluating technology. Task 9 ? Provide Support to Logistics Enterprise Architecture (Optional Task) ? The contractor shall support enterprise architecture efforts, including developing and maintaining management tracking systems, tools and techniques; and providing facilitation of transformation of AF/IL business processes, systems, and organizational structures. Task 10 ? Provide Support to ACS (Optional Task) ? The contractor shall provide support to the ACS Concept of Operations (CONOPS) which re-engineers combat support and logistics processes. The contractor shall provide technical expertise to draft, integrate and modernize the processes, logistics information systems, and support of decision-support tools. Task 11 ? Provide Support for the Support Equipment (SE) Transformation (Optional Task) ? The contractor shall provide technical expertise to assist with the AF program to transfer authority for support equipment to the major commands (MAJCOMs) and field activities, including drafting policies and procedures, and providing budget support. This effort is the consolidation of numerous efforts into one single contract. The anticipated release date for this Request for Quote #GSC-TFMG-06-31400 to E-Buy is 14 November 2005. The proposal due date is anticipated to be on 28 November 2005. A DRAFT Statement of Work (SOW) is attached.
