Description
*******ESTIMATED ISSUE DATE IN FBO IS NOVEMBER 10, 2005******** This project will Renovate the existing Fish Lake Campground into a picnic and interpretive day use area, including realignment of existing entrance, restoration of parking area and picnic sites, construction of a viewing platform, installation of a new Romtec restroom, toll gate, picnic tables and signs. Significant work includes placement of borrow, asphalt, aggregate and boulders, excavation, removal of exisiting restroom and old asphalt. Work will be located on the McKenzie River Ranger District, Willamette National Forest. Start work date is approximately June 1, 2006. JOBS IN THE WOODS (PUBLIC LAW 109-54, SECTION 420) NOTICE Competition for this project is being limited to local contractors who are from, and who provide employment and training for, dislocated and displaced workers in an economically disadvantaged rural community, including those historically timber-dependent areas that have been affected by reduced timber harvesting on Federal lands and other forest-dependent rural communities isolated from significant alternative employment opportunities, identified pursuant to the waiver of Full and Open Competition approved by the Secretary of Agriculture under 41 USC 253(c)(7), Public Interest. Therefore, award of this contract will be restricted to those firms or individuals who meet the definitions below: (1) The term `economically disadvantaged' means economic hardship due to the loss of jobs or income (labor or proprietor) derived from forestry, the wood products industry, or related commercial enterprises such as recreation and tourism in the national forest. (2) The term `rural community' means-- (A) any town, township, municipality, or other similar unit of general purpose local government having a population of not more than 10,000 individuals (according to the latest decennial census) that is located in a county where at least 15 percent of the total primary and secondary labor and proprietor income is derived from forestry, wood products, and forest-related industries such as recreation and tourism; or (B) any county or similar unit of general purpose local government having a population of not more than 22,550 individuals (according to the latest decennial census) in which at least 15 percent of the total primary and secondary labor and proprietor income is derived from forestry, wood products, and forest-related industries such as recreation and tourism, that is located within the boundary, or within 100 miles of the boundary, of a national forest.
