Description

The Social Security Administration (SSA) has a requirement for a contractor to provide Armed and Unarmed Security Guard Services at the SSA Metro West Building (North Block and South Block) Complex in Baltimore, MD. SSA anticipates awarding a firm-fixed price contract with a base year and four (4), successive, one-year options, if exercised, following a 30-calendar day phase-in/transition period. This acquisition has been set-aside 100 percent for small business concerns in all stages of development. Any responsible small business source may submit an offer which will be considered by the Agency. Offers received from other than small business sources will be deemed unacceptable and will not be considered. The North American Industry Classification System (NAICS) code for this requirement is 561612. The size standard for this NAICS code is $10.5 million. The incumbent (current) contract employs approximately 90 armed and unarmed security guard personnel. This acquisition is determined to be subject to Part 12 of the Federal Acquisition Regulation (FAR) regarding the acquisition of commercial items and is also subject to Part 15 of the FAR regarding contracting by negotiating. A Request for Proposals (RFP), number SSA-RFP-06-1014, is scheduled for release on or about November 30, 2005, with proposals due no-later-than 30 calendar days thereafter. The solicitation will be available for downloading from the FedBizOps website at http://www.fbo.gov. and will be available in electronic medium only. The Contract Guard Information Manual (CGIM) dated April 2001 is available from the United States General ServiceS Administration (USGSA). See Note 1.
