- Sources Sought Synopsis announcements are issued to assist the Agency in performing market research, to determine industry interest and capability. This is not a request for proposal. The Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing Advisory and Assistance Services (A&AS) to support the Chemical and Biological Defense Directorate (CB). The CB Defense Directorate is the Defense Threat Reduction Agency?s (DTRA) focal point for chemical and biological defense scientific and technical expertise and is responsible for all chemical and biological-related science and technology activities. This includes directing the science and technology component of the Department of Defense (DOD) Chemical and Biological Defense Program (CBDP) and managing DTRA chemical and biological defense technology efforts. CB performs all technical, managerial and staff functions required to plan, integrate and execute a comprehensive and integrated research and development program (R&D) and implement the fiscal actions to meet DoD requirements. Performing this mission requires managing extensive research and development programs activities performed by DoD Laboratories, National Laboratories, academia, industry and foreign governments. The objective is to acquire advisory and assistance services (A&AS) for the Defense Threat Reduction Agency Chemical and Biological Defense Directorate. Directorate activities include program planning and execution necessary for researching, developing, implementing, integrating, testing, applying and evaluating emerging and mature technologies as well as developing and transitioning capabilities to DTRA customers. The services and capabilities sought via this announcement centers on the performance and support of the functions listed below: Strategic and general programmatic planning to assist Directorate leadership in developing vision, goals and objectives. Coordination and integration of efforts within DTRA, the CBDP and external government agencies. In-depth scientific and technical analyses and assessments (e.g to address scientific validity/risk of proposed research approaches, relative value of alternative investment strategies, potential trade-offs among material and non-material solutions, etc.). Analyses and assessments must have credibility in national and international scientific forums. Support for resource management activities to include budgeting, programming and accounting. Support for development, preparation, submission and justification of business process documents. General administrative support, such as assistance in preparing communication materials, coordination of internal and external taskings and responses, preparation and facilitation of technical meetings and conferences. Science and Technology project management support to include technical performance, cost and schedule analysis, review of program documentation and identification of shortfalls and potential corrective actions. It is anticipated that any solicitation for the services described herein will include an organizational conflict of interest provision. Contractors who believe they posses the expertise and experience shall submit technical capabilities via e-mail to CB.AAS@dtra.mil by close of business 23 November 2005. Capabilities statement shall not exceed ten (10) pages in total. Any questions can also be directed to CB.AAS@dtra.mil. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.
