- The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with HI-Q Environmental Products Co., 7386 Trade Street, San Diego, CA 922121for two (2) MRV-0523CV-PSU; (429) PSU-2-ILFH, PSU-2 "L" shaped filter holder assembly; (61)PSU-2-Rainhat, PSU-2 Inltet/Rainhat; (65) MRV-005,PSU1/4 HP, 115 VAC Pump Service Kit; (10) MR-8-Testmeter, Dray Gras Meter with 1/2 inch FNPT fittings to 1/2 inch barbs; (10) SMPLN -500SSMQD-7, 1/2 inch diameter braid reinforced sample tubing with 1/2 inch quick connect ends; (23) PSU-VACGAGE, PSU Audit Vaccum Gauge; (44) AFC-DIG-110l-5Q, PSU Digital Flow Verification Device; (192)PSU-RHLB REV B, PSU-2H includes one PSU-FH Rev B Filter Holder, (1136) PSU-FH-REV B, PSU 2H Filter Holder; (24) PSU-FH-TOOL, PSY -2H Filter Removal Tool; (20) PSU-FH-CALADAPT, PSU-2H Audit Adapter; (69) PSU-RHLB, PSU-2 to PSU-2H Upgrade Kit. EPA believes Hi-Q Environmental Products Company is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond by November 22, 2005 @ 2:00 PM to U.S. Environmental Protection Agency, Attn: Natalia Fisher-Jackson, RTP Procurement Operations Division (D143-01), 4930 Page Road, Durham, NC 27703. Interested vendors shall: 1) include information on the proposed equipment/services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
