Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate on a sole source basis under the authority of FAR 6.302-1 Only one responsible source with John Wiley & Sons, Inc., 111 River Street, Hoboken, NJ 07030-5773, for the renewal subscription of the Wiley InterSciene Journals titles through the Enhanced Access License for members of the National Research Library Alliance of which NIST is a participating member. The NRLA is a consortium of Federal research libraries which unite its requirements together to acquire access to common core of scientific information resources. NIST intends to negotiate a one year agreement with options for two additional years. Subscription license renewal services for the consortium members may only be obtained directly from John Wiley & Sons, which has copyrights to its electronic journals. In addition to the 52 subscribed eJournal titles, the consortium license agreement also provides to Authorized Users with unlimited access to all available electronic (online) editions of Wiley journals from 1997 to current and all available Tables of Contents, article abstracts, chapter summaries and websites for all Electronic Products on Wiley InterScience. The Government is unaware that any other source that can provide the required Wiley license renewal eJournal services and the additional licensed electronic products at no additional costs. NIST intends to issue a Firm-Fixed-Price purchase order to John Wiley & Sons, Inc. for this subscription and additional electronic products unless other sources are identified before response date to this posting. The initial period of performance shall be January 1, 2006 through December 31, 2006. The list of contract line item numbers (CLIN), their descriptions, the related quantity of each, and the unit of measure for the upgrade are as follows: CLIN 0001, 52 eJournals Subscription with access to over 450 Wiley published journal titles from 1997 to present; Quantity: 1; Unit of Measure, LT; This notice of intent is not a request for quotation; no solicitation is available, however, any interested party believes it can meet the requirements may submit written notification to the Contracting Officer of their interest and bona fide capability to fulfill the requirements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Such information will be reviewed to determine if it is necessary to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
