- The USCG C2CEN intends to solicit on a sole source basis with SSR Engineering, Chesapeake, VA for training on SSR Engineering hardware and software products for system developers and engineers. The two day session is to be conducted at C2CEN, Portsmouth, VA in December of 2005. The SOW is as follows: Statement of Work SSR Engineering Product Overview for System Engineers START: TBD, December 2005 COMPLETE: 2 Day Training Course SHORT TITLE: SSR Engineering Product Overview for System Engineers 1. PLACE OF PERFORMANCE: C2CEN, Portsmouth, VA 2. REFERENCES: a. COMRIC Manual b. PC-RP Technical Manual 3. SECURITY REQUIREMENTS: The nature of the required work is unclassified. 4. TASK ORDER MANAGEMENT DESIGNATION: 4.1. The government representative for this task order is LT Dean Milne, USCG, who can be reached at (757) 686-4237. 5. DESCRIPTION OF WORK: 5.1. Scope: To provide professionally conducted, comprehensive, and detailed training on the capabilities and configuration of the following SSR Engineering hardware and software products COMRIC, COMARPA, RDOP, PC-RPs, and System/Composite Trackers. This training will facilitate the design of intelligent engineering interfaces with SSR Engineering products and enable a high level of support to the field with respect to these products. Detailed training will be provided on the following topics: System architecture assumptions for SSR engineering products, the COMDAC Radar Information Communication (COMRIC) Protocol, the Personal Computer ? Radar Processor (PCRP), the System/Composite Tracker, the COMARPA and RDOP applications, the COMRIC simulator interface for the PCS-INS100. The training will be targeted to system engineers and developers with a scope that far exceeds that of normal operator or technician training. A maximum of 12 students will be allowed to attend the training. The training must be conducted by a system engineer or developer of SSR Engineering products that has an intimate knowledge of the system design and interfaces. 5.1.1. Radar Processor (PCRP) H/W architecture including external interfaces S/W architecture including key directories, files, processes Unicast vs. multicast options Licensing procedures and DOMs Single and Dual Master configuration and set-up (overview not step by step how to) Switching (J-box Switch, Switch Dual/Master, etc.) Troubleshooting procedures System/Composite Tracker H/W architecture including external interfaces S/W architecture including key directories, files, processes Interface with PCRPs and COMRIC applications Handling of radar and AIS tracks Correlation and De-correlation Tcorr stand alone application COMARPA application/RDOP Application Feature Comparison Charts? LAR/RiVo capability overview demonstration and application discussion PCS-INS100 Simulator Interface capability overview demonstration and application discussion NDIU capability overview demonstration and application discussion Design Considerations Communication between PCRPs, System Tracker, other COMRIC applications Integration with other systems adding additional features 6. GOVERNMENT-FURNISHED PROPERTY (GFP): 6.1. The government will provide classroom space with an overhead projector, a system/composite tracker, and personal-computer radar processor for hands on training. 7. DATA DELIVERABLES: The contractor will provide hard copies of all training materials and any applicable technical manuals for up to 12 students. 8. OTHER CONDITIONS/REQUIREMENTS: 8.1. Place and Hours of Performance: Work is to be performed at C2CEN in Portsmouth Virginia from 0800 ? 1600 daily. 8.2. Quality Assurance Provisions: 8.2.1. Compliance The Contractor shall ensure that delivered tasks meet all standards and guidelines provided in this contract and in applicable regulations and directives. 8.2.2. Acceptance A preliminary training syllabus submitted to the Coast Guard will be reviewed by the Coast Guard for completeness, and may be returned to the contractor for correction. Absence of any comments by the Coast Guard shall not relieve the Contractor of the responsibility for complying with the requirements of this work statement. The work shall be considered complete when the training has concluded and all deliverables have been provided to the government representative. This solicitation is reserved for small business.
