Description
U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT USAID/West Bank & Gaza (WBG) Issuance Date: November 07, 2005 Closing Date: December 19, 2005 Closing Time: 16:00, Tel Aviv time Subject: Request for Proposals No. 294-2006-001, Water Institutional Capacity Building Program (WIC) Dear Sir or Madam: The United States Government, represented by the U.S. Agency for International Development?s Mission to West Bank & Gaza (USAID/WBG) through its Office of Acquisition and Assistance is seeking proposals from U.S. firms or institutions that are interested in providing the services detailed in the attached Request for Proposals. This procurement shall be a full and open competition, under which any type of U.S. organization meeting the terms and conditions of the subject RFP is eligible to compete. The procedures set forth in FAR Part 15 shall apply. USAID plans to award a 36 month cost-plus-fixed fee, completion type contract. The Government estimate for the performance of work under this RFP is $12 million for the base period, $12 million for the option 1, $6 million for the option 2 and $6 million for the option 3, all estimates inclusive of fee. Revealing the Government cost estimate for the contract does not mean that offerors should necessarily strive to meet the maximum amount. Cost proposals shall be evaluated as a part of a best value determination for contract award. Since the contract will be a completion type and will be based on the offeror?s successful proposal, the solicitation does not specify a level of effort (LOE) for the contract. The offeror is to propose the LOE and staffing according to the offeror?s approach for achieving it?s stated results. Offerors who elect to hand carry proposals for delivery are encouraged to carry the proposals through to the Office of Acquisition and Assistance and not leave the proposals at the facility?s front door. Your technical and cost proposals should be submitted in accordance with instructions set forth in the solicitation and shall be submitted in sealed, separate envelopes, marked clearly RFP No. 294-2006-001 ?Technical Proposal? and RFP No. 294-2006-001 ?Cost/Business Proposal?. Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in the preparation or submission of a proposal.
