Description
THE RFP WAS RELEASED ON THE MILITARY SEALIFT COMMAND WEBSITE AT www.procurement.msc.navy.mil . The actual page count for this RFP is 135 pages. The Command Control, Communications and Computer Systems (C4S) Directorate (Code N6) of Military Sealift Command (MSC) requires Information Technology Technical Support Services to maintain its Financial Management System (FMS), Financial Data Mart (FDM), Human Resources Management System (HRMS), Integrated Command Communication Control System (IC3), Enterprise Data Warehouse (EDW), and N10 Webpage. This solicitation is being advertised as a 100% Small Business Set-Aside (Numbered Note 1). The proposed action will be an IDIQ contract with fixed priced task orders. The solicitation will contain provisions for a base year, plus three (3) one-year options. Full performance is expected to begin on or about April 3, 2006. The acquisition will be classified under the North American Industrial Classification Code 541513 with a small business size standard of $21,000,000.00. The Government intends to issue the solicitation on the MSC N10 WEB page. It will be available for viewing and downloading at http://www.msc.navy.mil. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). When downloading, prospective offerors MUST register on the web site. The tentative timeline for the proposed acquisition is as follows: The solicitation will be issued on November 3, 2005; Cut-off date for questions regarding this solicitation is 17 November 2005; and written proposals and oral presentation slides are due on or about December 5, 2005. The Government reserves the right to reject any or all proposals at any time prior to contract award; negotiate with any or all offerors; award the contract to other than the offeror submitting the lowest total price; and award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. The Government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value to the Government.
