Description
The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis for a directed services task order contract with Systems Development & Analysis, Inc. (SDA), 201 S. 20th Street, Purcellville, VA 20132. This requirement is for the continuation of specialized support for the Multi-Domain Expert System/Telephone Analysis Applications (TAA) and the Web Application Framework (WAF) currently in use by the FBI. The WAF consists of a combination of off-the shelf and home grown framework components customized specifically for the FBI by SDA, Inc. The Contractor will maintain, enhance and provide other related support services for the (TAA)/Major Case Support (MCS) and Web Applications Framework (WAF) Support. The Contractor will assist the FBI in the installation, testing, maintenance and problem resolution of the TAA/MCS interfaces including design/development and enhancement of new software along with day-today support of the current version of the TAA database. In addition, the Contractor shall assist with the enhancement, maintenance and problem resolution of the WAF, Synergy, and other WAF-based applications. The FBI intends to award SDA, Inc. a 5 year contract (base year plus four 1-year options) for the services listed above. Anticipated award date is mid to late December. Contractor personnel will be required to handle classified and unclassified information during the term of this contract therefore required to possess a current Top Secret security clearance. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability, including proof of the necessary Top Secret clearances, to respond to this requirement or submit quotes to this office by 9:00 AM, Thursday, December 15, 2005, via facsimile to the attention of Ms. Lynda M. Theisen, Contracting Officer, at 703-632-6427. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
