Description

The U.S. Fish and Wildlife intends to issue a non-competitive contract to Dr. Paul Spitzer for a report on conservation biology of nonbreeding loons. The report will be based on 1) his own Common Loon field studies at diverse coastal sites since 1988; 2) study of Common Loon mortality events related to emanciation, oiling and undiagnosed causes; 3)consultations with many colleagues/loon biologists and 4) references to literature both published and unpublished. The report will focus on the processes that shape loon biology in the coastal Carolinas while particulars of other study sites will be detailed. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATIONS NOR A SOLICITATION FOR OFFERS. A determination not to compete this acquisition has been made pursuant to 41 U.S.C.253(c)(1) as implemented by 6.302-1(b)(1)(i). This requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304.
