Belvoir, VA The Government intends to make a sole source award to Colonial Webb Contractors. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the U.S. Army Office of Information Technology Systems (OITS), Army Knowledge On Line (AKO). This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. Description: The Government has a requirement for the furnishing and installation of one (1) new 12-ton gas Roof Top Unit (RTU). The current A/C system is not cooling the interior sufficiently resulting in unfavorable working conditions for building occupants and all computer systems contained within. Only Colonial Webb Contractors is authorized by the Night Vision Security to perform work of this type within the Night Vision Compound. Also, the Colonial Webb Contractor is the only contractor that is completely familiar with the buildings and grounds of the high level security location on Fort Belvoir. The Night Vision Compound has extremely restrictive access and the AKO is a tenant organization that must comply with the Night Vision compound regulations. The period of performance for this effort is for 10-14 days from date of award. This is NOT a request for competitive proposals. However, all information received no later than close of business on Monday, November 7, 2005 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
