- The Department of Interior (DOI), National Business Center GovWorks, intends to award a sole source Indefinite Delivery Vehicle to The National Center for Healthy Housing (NCHH), Columbia, Maryland, in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This non-competitive action is being issued by GovWorks under the authority of the U. S. Department of Interior Franchise Fund on behalf of the Lead Poisoning Prevention Branch, Centers for Disease Control and Prevention (CDC). CDC has a requirement to ensure that state and local jurisdictions meet the Healthy People 2010 objective of eliminating childhood lead poisoning. This project requires intensive, on-site technical assistance in Childhood Lead Poisoning Prevention Programs (CLPPPs) through state and local health departments and/or community-based programs. The National Center for Healthy Housing, a 501(c)(3) non-profit organization possesses unique qualifications to bring the public health, housing, and environmental communities together to combat childhood lead poisoning. Founded in 1992, NCHH has demonstrated the ability to provide the high level of technical assistance required for this project. In concert with its prearranged partners, Healthy Housing Solutions and Alliance for Healthy Homes, NCHH has extensive experience in developing, executing, managing and evaluating CLPPP sites. They provide comprehensive services including, assurance of screening, medical and environmental case management, health education, lead poisoning surveillance and housing-based primary prevention. Additionally, NCHH has demonstrated their ability to provide the required level of expertise through national conferences, other projects, publications and input through national organizations such as the Advisory Committee for Childhood Lead Poisoning and Prevention. Statutory authority for the sole source is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The contract period will be one, thirteen-month base period plus four, twelve-month option periods. Offerors able to provide the required service are invited to identify their interest and ability to meet the requirements by submitting a qualifications and capabilities statement and any other information which shows a bona fide ability to meet this requirement. If no affirmative responses are received by Friday, November 4, 2005 to determine that a comparable source more advantageous to the Government is available, a contract will be awarded to the aforementioned source.
