- This synopsis is for subcontracting purposes only and contingent upon the availability of funds. The United States Army Tank Automotive and Armaments Command located in Rock Island, Illinois intends to enter into a sole source contract under Simplif ied Acquisition Procedures with United Way of the Quad Cities, 3247 E. 35th St. Ct., Davenport, IA 52807, for three Performance Work Statements pertaining to the Army Community Service (ACS) Rock Island, IL: (1) Deployment or mobilization and Stability and Support Operations (SSOs) Readiness Program and Outreach. Contractor shall provide: Family assistance and support services to families of Active and Reserve. Components and National Guard forces and emergency-essential civilian employees; Preplanning f or family assistance to ensure that a comprehensive, realistic, effective and coordinated assistance delivery system is in place prior to groups and unit rear detachments and assist military families in preparation of Family Assistance Plans, assist unit c ommanders in establishing readiness groups and work closely with the Army Community Service Officer (ACSO) to guarantee incorporation into the overall installation contingency plans. (2) Information and Referral Program. Contractor shall provide: A reso urce file containing an alphabetical index of all local, public, private and voluntary agencies and organizations with a reference to more detail information contained in each service providers file, alphabetical index of service headings with cross-refere nces, detailed information about agencies and organizations and the services those agencies and organizations provide, maintain a file on each service provider, resource file will be updated annually with procedures in place for responding to interim infor mation changes. (3) Central Intake Process. Contractor shall: conduct initial interviews, assess individual and family needs, provide information and made service referrals within the Center, maintain a central intake filing system, ongoing input to u pdate information on all available military and civilian human resources, develop and maintain a resource directory system, compile and maintain statistics on assistance rendered and maintain the ACS Lending Library. The period of performance wil be for 3 years starting 01 Nov 05 thru 03 Oct 08. This notice is neither a request nor an invitation for bid. However, all information received by the close of business on 10/31/05 will be considered by the government. Information received will only be considere d for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based on responses to this will be entirely at the discretion of the Government. No formal solic itation package is available. The Government will not be responsible for any costs in preparation of responses to this announcement.
