Description
The Food and Drug Administration intends to award a Purchase Order on a non-competitive, sole source basis to Affymetrix Inc. 3380 Central Expressway, Santa Clara, California for GeneChip analysis system. GeneChip is unique and is available solely from Affyrmetrix. The current research projects require the following instrument specifications that are met only by Affyrmetrix and no other instrument in the market. Affymetrix high-density probe arrays can offer oligo densities as high as 10 to power of 6 per square centimeter. This high-density feature is unique to Affymetrix and covered by patents, USP Nos. 5,445,934; 5,744,305, and others. Typically, Affymetrix produces arrays with over 500,000 probe locations, or features, within 1.28 square centimeters. Each individual feature harbors millions of DNA molecules. High probe density allows for the generation for a maximum amount of robust data which a single microarray. This minimizes sample requirements and simplifies prep work and data analysis. Affymetrix sells, from inventory, more than 20 different GeneChip expression arrays covering expression analysis of organisms including human, rat, mouse, drosophila, information density for arrays and broad selection of microarray product is unique to Affymetrix can develop custom probe arrays for any organism where sequence is thousands of genes and EST?s. Common analysis procedures are covered by USP sophisticated array manufacturing technologies. Affymetrix manufactures probe arrays for DNA analysis. Affymetrix can develop custom probe arrays for any organism where sequence is available. GeneChip probe arrays perform quantities and simultaneous monitoring of thousands of genes and EST?s. Common analysis procedures are covered by USP Nos. 5,871,928; 6,040,138; 6,197,506, and others. Affymetrix photolithographic manufacturing technology enables consistent reproduction of probe array designs and reduces variation inherent in less sophisticated array manufacturing technologies. This feature is unique to Affymetrix and covered by patents USP Nos. 5,424,186; 5,510,270, and others. The GeneChip probe arrays contain a fixed volume reaction chamber, which provides for automated and reproducible hybridization of samples to the array by precisely controlling temperature and washing conditions. The cartridge housing the probe array is unique to Affymetrix and covered by USP Nos. 5,945,334; 6,140,044, and others. Affymetrix GeneChip probe arrays contain multiple unique probes designed to Perfect-Match (PM) 25-mer oligonucleotide probe pairs to represent each mRNA transcript (full-length gene or EST cluster). They also include multiple probes designed to be Mis-Match (MM) Probe sequence representations with a purposely-incorporated homomeric mismatch to enable identification of cross hybridization induced signal. This feature is unique to Affymetrix and covered by patent USPN 5,527,681, and others. Additional control sequences typically include hybridization controls, Poly A controls, and housekeeping genes. Affymetrix? specific probe selection strategy enables investigators to distinguish between highly homologous sequences, and those of closely related genes of the same family. GeneChip probe arrays offer sensitivity enabling identification of at least 2-fold or greater levels of change in expression levels, and detection of as little as 1 mRNA transcript in a complex mixture of 100,000 equal to approximately 3-5 mRNA transcripts per cell. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the tenth (10th) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and can be sent via email to Fred.Ettehadieh@fda.gov. No phone calls will be accepted. An award will be made in ten (10) calendar days from the date of this notice. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
