Description

This Presolicitation Notice is based on the best and most current information available to date. This information is subject to change and is not binding upon the Government. For purposes of this notice, interested firms may anticipate a performanc e period of not more than five years in the form of a firm, fixed-priced requirements type contract. This procurement is 100 percent Small Business Set-Aside. Potential sources are sought capable of providing all labor, material, equipment, supplies, tes ting, packing, and shipping to manufacture and provide M100 Sorbent Decontamination System (SDS). This will be a Best Value type acquisition and will include a trade-off method for the evaluation factors and selection criteria. Projected requirements are for an estimated total of 25,000 per year for the performance period of five years. The M100 SDS is a portable decontamination system used for operators equipment wipe down during immediate decontamination operations. Each M100 SDS consists of a case h olding two decontamination kits, detailed instructions, and straps. Each kit consists of one pack of reactive sorbent powder (approximately 0.7 lb) and one wash mitt-type applicator. The M100 uses a reactive sorbent powder that is non-toxic, non-corrosiv e, and poses no storage or transportation risks to remove liquid chemical agents from surfaces. The system is designed to operate at temperatures between -25?F and 120?F and have a shelf life of greater than ten years. FOB is Destination to Blue Grass Ar my Depot, KY. The Part Number for the M100 SDS is EA PRF 2163. The Performance Specification is EA-D-2163. The NSN is 4230-01-466-9095. The existing M100 SDS current item configuration requires its manufacture in accordance with the Government's perfor mance specification. The M100's decontaminant is based upon the performance of an alumina-silica sorbent mixed with 5% activated carbon. The Government owns the rights to this particular powder and its manufacturing process. However, this decontaminant' s Technical Data Package (TDP) is controlled by Distribution Statement X. DISTRIBUTION STATEMENT X is protected and may require a non-disclosure agreement before the TDP can be obtained. Specific instructions are normally included within the solicitation giving direction to prospective offerors how to obtain this type of TDP. When issued the solicitation for the manufacture and delivery of the M100 SDS, the scope of work (SOW) will define whether a specific manufacturing process, an alternative technolog y, or a combination thereof, is sought. Sections L and M of the solicitation would provide the evaluation factors and selection criteria by which any proposals shall be rated. The solicitation shall advise any prospective contractor to be advised whether it is allowable to submit a separate offer for each type of process or technology proposed. Technical questions or clarifications shall be submitted to the below Contract Specialist not later than 15 calendar days after issuance of the solicitation. Th ereafter, any response by the Government to technical questions is solely at the Governments discretion. Estimated Issuance Date is not earlier than 2005NOV21. CAUTION: This solicitation, and any subsequent amendments, will be issued electronically in a ccordance with FAR 4.502 and 5.102. Hardcopies will not be provided. The Governm ent is under no obligation and no longer maintains any bidders mailing list. Failure to obtain any amendments and respond accordin gly by the date and time set as the bid opening/receipt of proposals may render your firms bid or proposal non-responsive and not considered for any resulting award.
