- Description
- The Naval Air Systems Command Aircraft Division (NAVAIR AD), at Patuxent River, Maryland intends to issue a modification to Contract N00421-04-C-0126 on an other than full and open competitive basis with Cryptek, Inc., 1501 Moran Road, Sterling, VA, for the continued procurement of hardware and software and integration support associated with the Joint Aviation Technical Data Integration (JATDI) Program. This procurement will provide for enhanced security for the JATDI suite of hardware and software throughout the production system. The enhanced security will include: integration of the appropriate Commercial off the Shelf (COTS) products, enhancements to currently deployed network and application security capabilities, full compatibility with the current operational JATDI system, and the ability to meet the hostile threat environment required to secure information flow between selected components of the system and to provide enhanced access control for user access to data within the system. Via this integration, the contractor shall incrementally augment the security system and product configuration within the JATDI baseline releases with the addition of a data input mode for authoritative sources and enhance access controls to the document repository (Top-Tier) server farms, local subscribing caching (Mid-Tier) server and end user devices. In addition to supplying hardware and software items, Cryptek, Inc. shall provide the installation, engineering services, operational support, testing and capability to securely access technical data via the World Wide Web (WWW) and to enable the secure handling of sensitive unclassified data within a wide area network series of systems. Cryptek, Inc. is the only known responsible source that can provide the required products and services that: 1) meets the NSA?s EAL-4 certification for VPN level for a labeled network system for Information Security Assurance; 2) conforms to NSA?s Communications Security requirements for encryption of information from user desktop to a world wide network of cashing servers to the JATDI Top-Tier servers; 3) prevents unauthorized access to technical data at the network level, 4) has been issued a National Institute of Standard and Technology (NIST) Federal Information Processing Standard (FIPS)140-2, level II certification and 5) has current knowledge of deployed operational capabilities. While this notice of intent is not a request for competitive proposals, interest parties may identify their interest and technical capability and submit a proposal for consideration by NAVAIR AD.
