Description
The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with the University of California at Davis, Center for Health and the Environment, Davis, CA 95616, for conducting an in vitro assay. The study will involve bromodichloromethane in human trophoblast cells to determine effects on placental secretion of gonadotropin releasing hormone and pregnancy associated plasma protein A and concentrated tap water in human differentiated and undifferentiated trophoblast cells to determine effects on placental cell function. EPA believes that the Center for Health and the Environment is the only source capable of providing the in vitro assay because of their research experience with human trophoblast cultures and early pregnancy loss and their development of the in vitro assay system using human trophoblast cells to screen potential environmental hazards to early pregnancy. Based on EPA's knowledge, the Center for Health and the Environment is the only source currently using this system for toxicity assays. The circumstance permitting "Other than Full and Open Competition" is FAR 13-106-1(b), "Only one source is reasonably available" and no other services will satisfy agency requirements. The period of performance is anticipated to be 12 months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541710, which has a small business size standard of 500 employees, is applicable. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
