- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a Purchase Order to the Air Conditioning Contractors of America (ACCA) under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this procurement is to secure expert services regarding discussions and draft options for quality installation standards and methods by which quality installation can be implemented in residential contractor marketplace. These discussions will be held by a group of industry experts, which will include HVAC Contractors, HVAC manufacturers, utility representatives, and other stakeholders interested in the topic. Under this Purchase Order, the contractor shall: (1) prepare an ACCA white paper detailing specific attributes, recommended installation metrics, recommended verification approaches for proper installation and provide copies of the criteria to interested stakeholders; (2) evaluate strengths, weaknesses, opportunities, and threats (SWOT) to implementing the guidelines; and (3) assist in evaluating options for marketing quality installation of HVAC equipment; (4) provide informal comments on ACCA's position on the draft standards; and (5) provide meeting notes on ACCA participation in the technical standards development activities organized by the Building Performance Institute (BPI). ACCA is uniquely qualified to perform this requirement as they are the author of proper HVAC installation criteria, and they represent HVAC residential contractors who must promote proper installation. The period of performance for this order will be through September 30, 2006. The North American Industry Classification System (NAICS) code for this procurement is 541620. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capabilities statement, which if received by the response date of this announcement may be considered. Responses to posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
