- NAICS Code: 541710 THIS IS A PRE-SOLICITATION NOTICE FOR STUDENT SERVICES TO BE AWARDED UNDER FAR PART 13 BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is RFQ-RT-06-00003. The Western Ecology Division (WED) of the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking an undergraduate student to provide services under a contractual agreement to assist in the design of a new intranet web page for the division, and to provide computer science and technology project support. The student contractor must be at least 18 years of age and be an undergraduate student with at least two years of college. The preferred student conrtractor will have had training and/or experience in computer science with an emphasis on web page design and maintenance and in information technology management. Knowledge of business practices may also be helpful. The USEPA Western Ecology Division (WED) is one of four ecological effects divisions of the National Health and Environmental Effects Research Laboratory. The four divisions are distributed bio-geographically. WED scientists provide information to EPA offices and regions nationwide to improve our understanding of how human activities affect estuarine, freshwater, and terrestrial ecosystems. The Program Operations Branch provides administrative support for the entire division, located both in Corvallis, OR and in Newport, OR. The student contractor shall perform a variety of computer science support activities including redesign of the WED intranet web site, IT consumables management, file and data management, IT security System support, hardware warranty management and maintenance and hardware and software receipt control. All necessary equipment, instructions and training will be provided by Heather Privatsky at privatsky.heather@epa.gov, the WED IT Coordinator, who will serve as the mentor for the student contractor. The contract period of performance will be for 12 months (approximately November 15, 2005 - November 14, 2006) with an option for an additional 12 months (approximately November 15, 2006 - November 14, 2007). Exercising the optional 12 month period will be solely at the discretion of the Government. It is anticipated that the student contractor will work 40 hours per week during the summer months and part-time (at least 20 hours per week negotiable) during the school year, with the majority of the work being Monday through Friday of each week. Work will be performed in office situations. The duty location will be the Western Ecology Division, 200 SW 35th St., Corvallis, OR 97333. The student contractor is responsible for all costs of transportation to and from the principal duty station location. EPA does not provide housing, meals or other living expenses while working at the principal duty station. EPA will provide transportation and travel expenses from the principal duty station to other locations if required as part of the job. The hourly rate of $12.70 is commensurate with the undergraduate level of education and experience necessary. The student contractor will be paid the basic hourly rate only for the number of hours worked and will not receive overtime premium. The student contractor does not accrue leave or holiday benefits and is not paid for any non-work days, regardless of the reason. Federal, State and Social Security taxes will not be withheld; student contractors are responsible for reporting income to authorities and paying all taxes. Non-U.S. citizens may be eligible to participate, depending on their immigration status and the applicable regulations of the Bureau of Citizenship and Immigration (BCIS), formerly known as the Immigration and Naturalization Service. Students who are EPA ORD employees, or the spouse or child of an EPA ORD employee, are not eligible to participate. The student must understand, speak and write English fluently.
